Job Summary
 
The Leave of Absence Program Specialist is directly responsible for the day to day administration of the organization-wide Leave of Absence and ADA programs in adherence to local, state and federal mandates. They effectively coordinate all cases/claims to include general administration, comprehensive case management and program compliance in a multi-state environment.
 Essential Job Functions *
 
1. Act as the main point of contact and provide extensive case management for all leave of absence requests/claims; coordinates administrative aspects of the cases and claims, communicating directly with employees, supervisors, and other internal teams.
 2. Partner with external vendors or third-party administrators (TPAs) to ensure timely and accurate processing of claims and paperwork.
 3. Coordinate and administer work procedures and policies for leaves of absence claims, and sends applicable case updates to employees, managers and HRBP’s.
 4. Ensure compliance with all leave of absence regulations, updating processes as needed to comply with federal and state legislation (FMLA, ADA, USERRA, Pregnancy Discrimination Act, etc.)
 5. Responsible for all regulatory reporting required for programs.
 6. Facilitate employee return to work with HRBP’s and leaders.
 
Other Duties

<li>Produces and manages reporting metrics and analytics for all leave cases. Presents reports as requested</li>
<li>Assists in the creation and facilitation of leave administration training programs</li>

Position Description:
The Senior Benefits &amp; Leave Specialist will have responsibility for administering employee leaves and benefits in accordance with carrier contracts, including medical, dental, life insurance, long-term disability, FMLA, PFML (Washington), FSA and COBRA, retirement (403b), pension and Workers Compensation. This position supports for an employee base of around 900. They will be responsible for compliance with federal, state and local regulations affecting health, welfare and retirement benefits and adherence to established company policies. They will provide training and quality assurance support to the HR Generalist on leave and benefits administration. They will also provide consultation to the HR team on workers compensation and complex employee leave and benefits issues.
The Senior Benefits &amp; Leave Specialist will also provide training and technical assistance on the HRIS platforms, including the implementation of new platforms. They will partner with HR leadership to provide data analysis to inform agency leadership decisions.
Key Responsibilities:
Reporting &amp; HRIS :
<ul><li>Provide training and technical assistance to employees and managers on HRIS and benefits platforms.
</li><li>Support HR data analytics efforts by building reports and providing data analysis to inform HR and management decisions.
</li><li>Liaison with agency leaders and stakeholders on implementation of new HRIS and data management tools.

<ul><li>Coordinate benefit programs including, but not limited to, medical, dental, vision, disability, life and flexible spending.

</li><li>Responsible for the input and maintenance of all employee data in HRIS systems and benefits information in vendor websites where a carrier feed does not exist, including processing benefit enrollments, changes and terminations, as well as COBRA.
</li><li>Troubleshoot carrier feed issues by working with current HRIS and insurance vendors.
</li><li>Work closely with payroll to ensure accuracy of employee data, including hires, employee changes, benefits deductions and terminations.
</li><li>Maintain benefit records for all employees annually during open enrollment and routinely for employee qualifying events such as new hires, new benefits, family status changes, and all related plan activities; analyze enrollment data regularly to ensure accuracy.
</li><li>Present pension eligible report to HR leadership before implementation.
</li><li>Coordinate annual Open Enrollment and benefit related events.
</li><li>Maintains regulatory notices, reporting fillings and forms including, but not limited to: ACA mandates, non-discrimination testing, etc.
</li><li>Responsible for reviewing and reconciling monthly benefit invoices.

<ul><li>Review benefits billing statements prepared by HR Generalist to ensure accuracy and compliance.
</li><li>Reconcile and balance billing statement against benefit enrollment reports.

</li><li>Maintain copies of all billing documents in files.
</li><li>Mail out payment to carriers.
</li></ul>Benefit Audit &amp; Compliance:
<ul><li>Following open enrollment, audit benefit forms against system reports to ensure accuracy.
</li><li>Per pay period audit the unused deductions report and contact staff to resolve the issues. Inform HR Director of unusual circumstances.
</li><li>Run reports for ACA measurement periods. In collaboration with the HR Director, track employee hours for ACA determination. Send eligibility letters and benefit packets.
</li><li>Run reports (New Hires, Promos, Transfer) to ensure that all eligible staff is on benefits and their salary grade coincide with their benefit deduction.
</li></ul>Administrative Support:
<ul><li>Perform basic administrative tasks associated with the HR function, and participate in HR Initiatives.
</li><li>Establish strong relationships and collaborate well with HR colleagues and staff.
</li><li>Maintain benefit forms and enrollment packets.
</li><li>Provide basic policy interpretation, benefit eligibility and coverages, training opportunities and requirements, and general workplace questions.

<ul><li>BA in Human Resource Management, Business or related field. May be substituted for on the job experience.

Essential Duties and Responsibilities:<ul><li>
First point of contact for the Leave of Absence Department; answers phone calls through the LOA phone line and responsible for managing the Ticketing system (Leave of Absence management request system).</li><li>
Responds to Team Member&rsquo;s requests regarding accommodation and eligibility for LOA received by the HR Leaves Department, assigns cases to the Leave &amp; Accommodation Partner, Sr. Leave Administrator, and or Manager, Leave Administration when necessary. Position Description:
Administers all aspects for Leaves of Absence (LOA) and accommodations under Company Policy, FMLA, Americans with Disabilities (ADA), Pregnant Workers Fairness Act (PWFA), Pump Act, Military Leave, and all other local, state, or federal leave laws for Goodwill of Central and Northern Arizona (GCNA) and its affiliated entities. Coordinates leaves with short-term disability and benefits for Team Members where necessary. Ensures compliance with company policies and federal and state leave regulations while providing instruction, guidance, and excellent customer service to Team Members, Leaders and Human Resources professionals.
Essential Duties and Responsibilities:<ul><li>
Responsible for the overall administration of Family Medical Leave (FMLA), State Leave Laws, Military Leave, Americans with Disabilities (ADA), Pregnant Workers Fairness Act (PWFA), Pump Act, which includes leave intake, interactive process, documentation, review of leaves certifications, file preparation, tracking, monitoring, notification, and documenting the use of time off for FMLA, ADA, and PWFA</li><li>
Responsible for administration of the full leave of absence process, including establishing eligibility, explaining the leave process, sending appropriate leader and Team Member notifications, medical certification review, approval, denials, recertification, and leave exhaustion process.</li><li>
Consults and advises client groups regarding leave and accommodations.</li><li>
Reviews, responds, processes absence requests, FMLA absences, terminations due to inability to complete work or medical reasons in HRIS system inbox.</li><li>
Reviews receipt of Team Member&rsquo;s medical return-to-work release documentation to process return to work notice; communicates the return-to-work with Leaders and Team Members timely and accordingly.</li><li>
Receives, reviews, processes documentation, faxes, inquiries received in HRIS communication system, fax, or email according to established process.</li><li>
Completes biweekly audit for Team Members on leave with benefits, sending to Benefits Team advising who is out on leave with benefits without pay.</li><li>
Completes return to work biweekly audit prior to payroll processing to capture full time Team Members returning to work.</li><li>
Compiles &ldquo;unpaid time&rdquo; salary report and sends to payroll biweekly prior to payroll running.</li><li>
Builds relationships with Team Members and Leaders, and acts as the main point of contact with healthcare providers, Team Members and leaders.</li><li>
On a daily basis, effectively communicates, whether verbal or written, the status of LOA, ADA, PWFA, Pump Act, etc. accommodation(s) to Leadership, HR Business Partners, and Team Members, as appropriate.</li><li>
Escalates sensitive leave or accommodations requests as appropriate to the Sr. Leave and Disability Partner and Manager, Leave &amp; Disability Administration.</li><li>
Makes effective use of leave and accommodation management software to ensure all case-related metrics and documentation are appropriately captured and retained.</li><li>
Responds to Team Member&rsquo;s requests regarding leave of absence and eligibility for LOA requests and provides information for short- and long-term disability benefits when requested.</li><li>
Reviews, approves, and/or denies leave cases based on relevant medical information. Coordinates and organizes all medical information and ensures that HIPAA and Employee Privacy guidelines are closely monitored and effectively executed.</li><li>
Follows up with healthcare providers requesting additional, missing or clarification of information received on leave forms, doctors note, medical work releases, or medical certifications as needed.</li><li>
Ensures that Short Term Disability claims are coordinated with FMLA or general medical cases.</li><li>
Serves as the subject matter expert for the leave program in alignment and under the general direction and guidance of HR leadership and the legal department.</li><li>
Interprets and administers leave programs and policies in accordance with the applicable federal and state employment laws (FMLA, ADA, USERRA, PWFA, Pump Act, etc.). Provides extensive case management and coordinates administrative aspects of the cases and claims.</li><li>
Effectively identifies and escalates any compliance or risk issues and concerns to the Manager, Leave &amp; Disability Administration.</li><li>
Receives, tracks, and enters all LOA information into HRIS or other tracking mechanisms.</li><li>
Ensures all ADA Amendments Act (ADAAA) requirements are followed.</li><li>
Assists in the creation and facilitation of leave administration training programs, including education for Leadership on how Leave of Absence works, and their responsibility in the process.</li><li>
Demonstrates best-in-class customer service; builds relationships internally and collaborates effectively on cross-functional teams.</li><li>
Maintains strict confidentiality and business logic.</li><li>
May perform duties after hours, if needed</li><li>
Backs-up other Team Members, as needed.</li><li>

Minimum Qualifications (Education, Experience, Skills):<ul><li>
High School Diploma or GED required. Associates Degree preferred.</li><li>
Must have 1-2 years&rsquo; FMLA, ADA, Full Cycle Leave Management related experience.</li><li>
Bilingual in English and Spanish, preferred.</li><li>
Ability to read and write English proficiently.</li><li>
Proficient in MS Office including Outlook, Word, and Excel.</li><li>
Excellent written and verbal communication skills.</li><li>
Ability to pay attention to detail and ensure accuracy.</li><li>
Knowledge of laws and regulations regarding LOA including HIPAA, FMLA, ADA, PWFA, Pump Act, FLSA and Wage and Hour Law.</li><li>
