ABOUT THIS JOB</div><div>
The Water Plant Supervisor position at the City of Tucson&rsquo;s Water Department oversees the daily operations of the Potable, Reclaimed, and Advanced Oxidation Process (AOP) Water Treatment Facilities. This role is responsible for leading, inspiring, and training Water System Operators (WSOs) to successfully operate the SCADA control system, ensuring safe delivery of water to our customers. The Water Plant Supervisor works closely with internal and external personnel and is essential for providing feedback on project designs, project work schedules, operational strategies, and system needs.</div><div></div><div>
This position reports to the Water Administrator. This position exercises supervision over Water System Operator Trainees and Water System Operators.</div><div></div><div>
Essential duties include but are not limited to:</div><ul><li><div>
Oversees the daily SCADA &amp; plant operations of the Potable, Reclaimed, and Advanced Oxidation Process (AOP) Plants that include daily flow assignments of the Central Avra Valley, South Avra Valley, South Houghton, and Sweetwater Recharge Projects. Analyzes SCADA data, EAM (Hexagon), and other records to improve the operational efficiencies, 10 MGD AOP Plant, 30 MGD Reclaimed Plant, 50+ reservoirs, 150+ wells, 100+ boosters, and 100+ different pressure zones. Assesses the SCADA HMI and database to identify and make recommendations that improve SCADA system efficiencies. Coordinates with state and local water agencies to honor Inter-Government Agreements to schedule planned water outages. Work with Pima County to ensure delivery of recycled water to the Sweetwater Plant. Reviews and approves short-term pipeline isolations and makes recommendations to avoid water outages for customers.</div></li><li><div>
Manages the shift schedule of Water System Operators to provide 24-hour coverage, 365 days a year. Assigns daily, weekly, and quarterly tasks using EAM software and analyzes workflow data to ensure optimal staff production. Develop training materials to guide new hires and strengthen the skills of Water System Operators. Approves daily timekeeping and reviews, approves leave requests. Creates and maintains relevant Standard Operating Procedures (SOPs) for daily tasks. Creates and maintains relevant Standard Operating Procedures (SOPs) for daily tasks. Schedules annual respirator fit testing and all safety training(s) and promotes safe work strategies that comply with federal and state health and safety guidelines. Investigates employee workplace accidents, completes required reports, and transports employees for random urinalysis as needed. Reviews project proposals and constructs a master schedule to accommodate condition assessment to reservoirs, hydro-tanks &amp; wells, SCADA upgrades, booster site upgrades, transmission-main outages, WQ sampling, well drilling, and static level testing without causing water service interruptions to the customer base.</div></li><li><div>
Collaborates with all divisions within the Tucson Water Department to create SOP&rsquo;s that comply with the City of Tucson, ADEQ, and EPA regulations.</div></li><li><div>
Utilize email, MS Office, and all available technology sources to communicate with internal and external staff.</div></li><li><div>

</b></p><p></p><p>Pima County Reginal Wastewater Reclamation Department is seeking candidates for the position of Wastewater Treatment Plant Manager. This high level position is responsible for overseeing the management, operations, and maintenance of one or more treatment plants. This is a leadership role, and the ideal candidates should possess a Grade 4 ADEQ Wastewater Operators License and have ample operations and supervisory experience, preferably with direct technical and leadership experience and strong troubleshooting skills.

</p><p></p><ul><li><p>Administers the operations and maintenance of a Wastewater Treatment Group and associated facilities;
</p></li><li><p>Inspects assigned facilities and related systems for proper operation, maintenance, and adherence to standards and departmental requirements, and directs staff actions to resolve discrepancies;
</p></li><li><p>Coordinates facility/system operations, maintenance, and modifications with departmental staff and contractors and assures that all work is in compliance with local, state, and federal mandated requirements;
</p></li><li><p>Coordinates the implementation of special projects that may require a plant shutdown for the installation of new equipment or repair of existing equipment with operations, maintenance, and contractors;
</p></li><li><p>Ensures that all staff are properly trained in safety, health, and compliance regulations to create a safe workplace for all;
</p></li><li><p>Directs the collection, analysis, and reporting of quality and quantities of effluents, biosolids, and other byproducts of the wastewater treatment processes.
</p></li><li><p>Plans and directs the implementation of information management and automated supervisory control systems and maintains comprehensive documentation of all operations, maintenance, and modification activities associated with assigned facilities.
</p></li><li><p>Directs the control authority requirements of the pre-treatment program.
</p></li><li><p>Develops and administers the wastewater Treatment Operating Group Operations &amp; Maintenance (O&amp;M) budget and assists in the development of the departmental budget.
</p></li><li><p>Assists design and construction engineers by providing operations and maintenance input to wastewater facility and system development and implementation plans.
</p></li><li><p>Researches, develops, and submits routine, recurring, and special reports to management and other agencies.
</p></li></ul><p></p><p><b>Minimum Qualifications:
</b></p><p></p><p><b>Bachelor&rsquo;s degree from an accredited college or university in civil or sanitary engineering, biological science, chemistry, environmental science or environmental engineering or a closely related field as determined by the department head at the time of recruitment </b><b>AND </b><b>five years of experience in the operation and maintenance of a major secondary wastewater treatment facility, </b><b>INCLUDING </b><b>two years which must have been in a supervisory or managerial capacity.

</b></p><p></p><p><b>Current Arizona registration as a Professional Engineer with proficiency in sanitary engineering </b><b>AND </b><b>four years of experience in the operation and maintenance of a major secondary wastewater treatment facility, </b><b>INCLUDING </b><b>two years which must have been in a supervisory or managerial capacity.
</b></p><p></p><p><b>OR:
</b></p><p></p><p><b>Four years of experience with Pima County as a Wastewater Technical Services Manager, Wastewater Maintenance Supervisor, Wastewater Treatment Plant Maintenance Manager, or Wastewater Operations Manager or similar level position working in the operation and maintenance of a major secondary or advanced wastewater treatment facility.

</b></p><p></p><ul><li><p>Minimum two ( 2) years supervisory management of a grade 4 wastewater treatment facility.
</p></li><li><p>Minimum two ( 2) years experience in budgeting, forecasting expenses, and associated fiscal accountability for plant operations.
</p></li><li><p>Minimum ten ( 10) years experience in the operation and troubleshooting of wastewater treatment processes.
</p></li><li><p>Experience communicating in public speaking, technical writing, and report preparation.
</p></li></ul><p></p><p><b>Selection Procedure:

<b>Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. </b></p><p></p><p>Licenses and Certificates : <b>Valid driver license is required at time of application. </b>Valid <b>AZ </b>driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant&rsquo;s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services&rsquo; review and approval of the candidate&rsquo;s driving record. Operations positions in this class require an ADEQ WW Treatment Grade 4 certification at the time of hire. If an applicant has an equivalent certification from another state, certification through reciprocity with ADEQ must be obtained within 3 months of hire or promotion. All positions require a valid Arizona Class D driver license at the time of application. Failure to obtain and maintain the required certification/licensure shall be grounds for termination.

All positions require regular or occasional crawling, kneeling, squatting, lifting/carrying objects up to fifty (50) pounds, pushing and pulling objects up to seventy-five (75) pounds, and the ability to properly don and doff fall protection to enter and work in confined spaces. Essential to this position is corrected or sufficient vision; the ability to see, read, and interpret written information, manuals, gauges, etc., including distinguishing various colors. Also essential to this position is corrected or sufficient hearing; the ability to hear and comprehend voice communications in-person, over a radio, and phone, and to hear operating equipment.

SUMMARY: Under the general direction of the Division Manager, the Water Operations and Lab Supervisor is responsible for overseeing the operation and maintenance of the water treatment plant to ensure the efficient and compliant treatment of water. This employee is listed and recognized by the State of Colorado as the site-specific certified operator in responsible charge (ORC) for the water treatment plants.</p>
<h4 class="jobSectionHeader"><b>
ESSENTIAL DUTIES AND RESPONSIBILITIES:</b></h4><h4 class="jobSectionHeader"><b>
Water Treatment Plant Operations</b></h4><ul><li>
Supervise and participate in the daily operation of a Water treatment plants</li><li>
Responsible for operational decisions; listed and recognized by State of Colorado as Water SiteSpecific Operator in Responsible Charge (ORC)</li><li>
Assist in overseeing the operation and maintenance of facilities to meet all applicable regulatory requirements, and in accordance with design criteria</li><li>
Assist in developing and implementing techniques and methods of process control to improve plant efficiency</li><li>
Perform and coordinate equipment maintenance and repairs to ensure water quality limits are maintained</li><li>
Calibrate water plant instruments</li><li>
Assist with implementing the preventative maintenance program</li><li>
Maintain raw water line from Stillwell Tunnel to plant, upper pond, Mill Creek Head Gate</li><li>
Coordinate and monitor compliance with the Comprehensive Settlement Agreement</li><li>
Support plant operator staff in resolving equipment and process issues</li><li>
Test backflow preventers</li><li>
Manage the residential and commercial water meters programs</li><li>
Repair meters and cross connection control devices</li><li>
Perform water inspections for Certificate of Occupancy</li><li>

Laboratory Management</b></h4><ul><li>
Oversee all aspects of the water treatment plant laboratory</li><li>
Coordinate chemical, biochemical, biological, bacteriological and microbiological analyses on water samples</li><li>
Ensure process control and accurate, complete lab reports in accordance with government regulations</li><li>
Perform sampling</li></ul><h4 class="jobSectionHeader"><b>
Supervision</b></h4><ul><li>
Assist the Division Manager in planning and organizing projects</li><li>
Supervise, direct, train, evaluate and review work of lab/operators</li><li>
Assist with overseeing work of contractors for plant upgrades and future construction</li><li>

Administrative</b></h4><ul><li>
Maintain accurate records and logs of operational parameters, maintenance activities, and compliance data</li><li>
Assist the Division Manager with the preparation of the water treatment budget</li><li>
Order equipment and chemicals</li><li>
Prepare and submit reports to regulatory agencies as required</li></ul><h4 class="jobSectionHeader"><b>
Safety</b></h4><ul><li>
Maintain a safe work environment by recognizing and reporting unsafe conditions and practices;</li><li>
Assist with the implementation of plant safety program; conduct safety trainings</li><li>
Utilize PPE and ensure staff are trained in proper use of how to PPE</li><li>
Ensure awareness and safe handling of chemicals; ensure staff is trained in chemical safety and awareness</li></ul><h4 class="jobSectionHeader"><b>
MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications):</b></h4><p>
High school diploma or equivalent; valid driver&rsquo;s license; Bachelors of Science in Chemistry, Microbiology, or related field from an accredited college preferred; five (5) years experience in the water treatment and at least two (2) years supervisory experience; State of Colorado Class &ldquo;A&rdquo; Water Treatment Certificate or ability to obtain within six (6) months; ability to obtain State of Colorado Class &ldquo;D&rdquo; Wastewater Treatment certificate within six (6) months; CPR and First Aid required or ability to obtain within six (6) months; ongoing participation in Confined Spaces training.</p>
<h4 class="jobSectionHeader"><b>
KNOWLEDGE, SKILLS &amp; ABILITIES REQUIRED:</b></h4><p>
Knowledge of: State, Federal, and Local laws and regulations that govern water treatment; microbiology; industrial pretreatment program; laboratory and plant operating procedures; sample preservation; methods, policies, materials, tools, and equipment used in the operation, maintenance, inspection, repair and installation of water treatment plant components; occupational hazards and corresponding safety measures; mechanical, biological, and chemical processes involved in the operation of a water treatment plant; Town personnel policies.</p>
<p>
Skill in: applying technical knowledge; leadership; delegating; operating and maintaining equipment used in water treatment process; understanding and interpreting engineering specifications and drawings pertaining to plant expansions and improvements, performing, analyzing, and interpreting laboratory tests for purposes of making operational adjustments and completing required reporting; recognizing equipment and process problems and needed repairs; using proper protective equipment; effective communication.</p>
<h4 class="jobSectionHeader"><b>
Environmental Factors:</b></h4><p>
Work is primarily performed in water plants, wastewater plants, and facilities with raw sewage, chemicals, noxious odors, in confined spaced and at heights. Work is often performed outdoors in adverse weather. On-call requirements including ability to respond to emergency or abnormal facility situations outside of normal work hours.</p>

Physical Factors:</b></h4><p>
The ability to sustain heavy physical exertion, move, lift heavy objects regularly and up to one hundred (100) pounds with assistance on occasion is required.</p>
