An employee assigned to this classification confers with offenders, legal representatives, family members, and other concerned persons, and reviews documents pertaining to legal and social history of the offender to conduct pre-hearing and/or pre-sentencing investigations and to formulate rehabilitation plans.<br>

<div><b>JOB DESCRIPTION</b><b>:</b></div>
<div><b>Case Management, Referrals, Recommendations and Assessment</b></div>
<div>Initiate contact with the youth, family, victims, and law enforcement when referrals are received by the Florida Department of Juvenile Justice (FDJJ). Conduct home and school visits as an integral part of the information gathering process and family involvement model.</div>
<div>Obtain and review collateral information such as abuse and neglect history, educational, mental health, substance use, gang related activity and other pertinent information from other agencies involved with the youth and/or family.</div>
<div>Conduct and document FDJJ screening(s), to identify the youth&rsquo;s risk and needs, protective factors and/or the need for further evaluations, including but not limited to detention screening, intake screening, Suicide Risk Screening Instrument, and any Department approved risk/needs screening and/or assessment instrument(s).</div>
<div>Formulate case management strategies based on assessments and/or information gathered to address the specific needs of the youth and family.</div>
<div>Make service referrals to the appropriate provider (s) and follow up actions needing to be taken.</div>

<div><b>Case Management, Interventions &amp; Supervision</b></div>
<div>Complete a risk and needs assessment using the appropriate Department approved instrument(s) for all youth screened/supervised by the department.</div>
<div>Conduct face-to-face contacts in the home, school and varied community-based settings by interacting with the youth, family and community during non-traditional hours (weekends and evening hours) in addition to business hours.</div>
<div>Maintain communication based on departmental requirements for all stages of youth and family involvement; gain firsthand knowledge of where the youth resides, the family, the youth&rsquo;s immediate and extended environment by meeting in different locations, including the detention centers, schools, homes, out-of-home placements, place of employment, community sites, other agencies, treatment providers and offices.</div>
<div>Assist the youth with obtaining appropriate mental health, substance abuse evaluations based on administered assessments, and arrange for specialized testing and treatment, as needed.</div>
<div>Assist youth and family with school and after school enrollment; maintain school contact, verifying school attendance, academic performance, and behavior.</div>
<div>Provide crisis intervention; assist the youth and family in accessing crisis intervention services/resources by making necessary referrals and follow-up on actions taken.</div>
<div>Work with the youth to establish personal goals/ plans and provide ongoing support to help youth achieve their goals and maintain skills.</div>
<div>Discuss with youth and family projected timeframes for completion of goals, sanctions/conditions of supervision and anticipated date for termination of supervision based on progress and as ordered by the court.
</div><div>Respond to concerns, needs, and risks as presented by youth, family, and the community by staffing cases, plans or violations with the unit supervisor in accordance with existing departmental policies, procedures, administrative rules, and FL statutes. Determine recommended handling of law violations and provide appropriate interventions when a youth violates the conditions of supervision based on the Effective Response Matrix and follow up on actions taken in response to a violation.</div>
<div>Conduct staffing when benchmarks occur, case milestones are achieved by the youth and or family or case is complex and in need of additional considerations (i.e. when youth is still securely detained a certain number of days pre-adjudication or post disposition, or beyond a timeframe identified in statute, when youth have completed all court ordered requirements and conditions of supervision, or violated supervision, and when transition and exit conferences are scheduled for a set number of days prior to the youth&rsquo;s release from residential commitment, complex cases).</div>
<div>Participate in transition and exit planning to finalize plans for the youth pending release from residential programs, which includes referrals for post-residential services to for mental health, substance abuse, education and workforce services.</div>
<div><b>Records Management</b></div>
<div>Enter into Juvenile Justice Information System (JJIS) all case management activities, including risk/needs screening, assessment and case planning activities related to the youth and family during youth&rsquo;s involvement in the juvenile justice continuum.</div>
<div>Upload required forms/ documents into the Juvenile Justice Information System (JJIS) case file to ensure accurate and timely entries, in accordance with administrative and JJIS business rules.</div>
<div><b>Community Collaboration</b></div>
<div>Ensure familiarity with community resources and provide input to circuit management on provider community-based service delivery issues and program developments, and provide input on grant related proposals, if requested.</div>

<div><b>PREFERRED QUALIFICATIONS:</b></div>
<div>Preference may be given to candidates with a bachelor&rsquo;s degree or higher from an accredited college or university at the time of submission of the candidate profile OR

<div><b>SPECIAL NOTES</b><b>:</b></div>
<div>Juvenile Probation Officers are required to maintain CPR and First Aid Certifications throughout employment.</div>

In order to obtain certification, the candidate must attend and successfully complete a mandatory residential training academy located in Quincy Florida. Such certification must be maintained.</div>
<div>For those candidates who are not currently in the state system as a direct care worker for DJJ at the time of application, the top-ranking candidate(s) after the interview phase will be required to take and pass Ergometric's IMPACT Assessment and Training Test in order to be considered for this direct-care employment opportunity. This test will be used to measure the candidate's overall suitability for working with Juvenile Justice involved youth. Test results will be used for a period of six months after initial testing for candidates who reapply during that period for another position for which testing is required.</div>
<div><b>985.66 Florida Statute Requirement</b></div>

<div>Be a high school graduate or its equivalent as determined by the department.</div>
<div>Not have been convicted of any felony or a misdemeanor involving perjury or false statement or have received a dishonorable discharge from any of the Armed Forces of the United States. Any person, who after September 30, 1999, pleads guilty or no lo contendere to or is found guilty of any felony or a misdemeanor involving perjury or false statement is not eligible for employment, notwithstanding suspension of sentence or withholding of adjudication. <p><b>DESCRIPTION</b></p>
<div>The incumbent in this position is responsible for supervising, surveilling and maintaining a specialized caseload consisting of youthful offenders, drug offender probation, community controlees, pre-trial intervention offenders, offender releases or any combination of the above. As workload demands require, this position may be required to supervise other types or classifications of offenders. The incumbent may also perform duties relating to the intake officer, court liaison officer, trainer and electronic monitoring device installer. This position may also direct and supervise a correctional probation officer at a probation and restitution center and may involve monitoring a residential treatment facility and being the on-site departmental representative supervising the program participants.
</div><p><b>EXAMPLES OF WORK</b></p>
<div>Encourages and fosters offender compliance with the supervision order through guidance, goal setting, monitoring of offender behavior and supervision in the community.</div><br>
<div></div><div>Conducts field and office supervision visits via personal contact, collateral/community contacts, surveillance contacts, telephone contacts and electronic methods to ensure compliance with conditions of supervision and to provide assistance to offenders as appropriate.</div><br>
<div></div><div>Demonstrates sensitivity to public and victim needs, concerns and complaints and takes appropriate, prompt action as required.</div><br>
<div></div><div>Assesses and/or assists in assessing and identifying offender needs, treatment options, and supervision objectives and refers offenders as appropriate. Establishes and records structured treatment programs, client management classifications, pre-trial contracts and other programs designed to enhance offender improvement in areas of education, psychological counseling, social services, health education, vocational training, substance abuse and other areas of need and ensures adherence to these plans.</div><br>
<div></div><div>Utilizes information management system to develop offender payment plans for all monetary obligations ordered by the sentencing or releasing authority and enforces offender compliance with the payment plan. Maintains case records, in both electronic and hard copy, documenting the status of offender background, legal history, treatment and progress of the offender under supervision. Takes digitized photographs of offenders for placement on web site.</div><br>
<div></div><div>Conducts pre-sentence, pre-trial, post-sentence, interstate compact, sentencing guidelines and other required investigations on offenders. Makes recommendations on offenders under supervision or pending disposition to the sentencing or releasing authorities regarding continued supervision, revocation, diversion and incarceration.</div><br>
<div></div><div>Exhibits appropriate demeanor and knowledge as a representative of department. Attends hearings or appears as a witness in any proceedings before a sentencing or releasing authority making determinations regarding offenders under supervision. Reports non-compliance with order of supervision to sentencing or releasing authority and prepares violation and other required reports, forwarding them to appropriate sentencing or releasing authority.</div><br>
<div></div><div>Maintains liaison with the judiciary, prosecutors, public defenders, law enforcement, treatment providers, non-profit service agencies, governmental agencies, other facilities, offices and bureaus of the department and other criminal justice representatives. Develops partnerships with local law enforcement to foster public safety.</div><br>
<div></div><div>Conducts individual and group counseling of an informal and formal nature for offenders as needed. Interviews offenders to obtain information relating to supervision or investigation.</div><br>
<div></div><div>Monitors and tests offenders for the use of controlled substances and alcohol as directed by the sentencing or releasing authority or as necessary for the protection of the community.</div><br>
<div></div><div>Develops and maintains contact with resources suitable for placement of offenders in public service assignments as directed by the sentencing or releasing authority.</div><br>
<div></div><div>Conducts searches and makes arrests of offenders under supervision. Installs and maintains electronic/radio equipment, including global positioning satellite systems, utilized to monitor offenders and interprets data collected for the purpose of documenting compliance with supervision conditions.</div><br>
<div></div><div>Handles administrative duties and assists supervisors in supervisor&rsquo;s absence as assigned. Serves on teams or committees and task forces to study issues, solve problems, refine existing practices, develop new programs or procedures or implement new policies. Attends and delivers training relating to the duties and responsibilities of the job and for career development. May act as the day-to-day training officer for a correctional probation officer.</div><br>

<p></p><div><div>Supervises and oversees a caseload of individuals placed on probation, community corrections or pretrial services as an alternative to or in conjunction with incarceration; conducts interviews, compiles information relating to elements of the charge, family and personal history, education, work experience; meets with defendant, family members, friends, victims and/or affected parties as necessary; appears and testifies in court.</div><div></div><div><br>
Manages, oversees and supervises a caseload according to the area of assignment; maintains, updates and manages files, records and other paperwork associated with individual files and the entire caseload; develops, updates and maintains statistical and related records and reports; conducts interviews with the defendant on a scheduled and unscheduled basis; determines compliance with court-ordered conditions of assignment; identifies and proposes modifications to set parameters as appropriate; prepares and submits court documents, forms and other items necessary for court records and information.</div><div></div><div><br>

Transport prisoners of all security classifications to various corrections locations.  The Community Supervision Officer I is an entry-level position responsible for supervising offenders on probation or parole, ensuring compliance with court-ordered conditions, and supporting successful reintegration into the community. This role focuses on case management, risk assessment, and public safety enforcement, while fostering accountability and rehabilitation for supervised individuals.

  Primary Responsibilities

 Supervise a caseload of low- to moderate-risk probationers and parolees, ensuring adherence to supervision requirements. Conduct routine office visits, home visits, and employment verifications. Develop individualized case plans that address risks, needs, and goals for successful rehabilitation. Monitor compliance with court-ordered conditions, such as employment, treatment programs, and community service. Perform random drug and alcohol screenings and report results. Investigate and document violations of probation or parole conditions. Assist with the preparation of violation reports and recommendations for corrective action. Notify law enforcement or courts when necessary for arrests and revocations. Work with law enforcement, attorneys, treatment providers, and courts to coordinate offender supervision. Refer individuals to vocational programs, educational services, and mental health resources. Participate in community safety initiatives, crime prevention efforts, and offender reentry programs. Maintain accurate records, case notes, and supervision reports. Use case management software to track offender progress and risk levels. Prepare reports for court proceedings, parole board reviews, and interagency meetings.

  Minimum Qualifications

 A bachelor&rsquo;s degree in criminal justice, public administration, psychology, social work, or related field is required, OR

 Two years of social services, human services, corrections, or law enforcement experience.

 Possess a Valid Driver&rsquo;s License.

 Must be able to be certified as a specialized police officer by the Arkansas Law Enforcement Standard Commission as established by ACA 12-9-106 at one year of employment. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
