Essential Duties and Responsibilities
Vendor Onboarding:
<ul>
<li>Send vendor onboarding packets to new subcontractors and manage collection of documents. Escalate non-responsive vendors to Project Manager and leadership.</li>
<li>Review vendor forms such as insurance coverages to ensure compliance. Escalate non-compliant coverages to leadership to seek resolution.</li>

Purchasing and Vendor Coordination:

<li>Consistently strengthen LHR's vendor bench for new Vendors and Subcontractors.

<li>Continually monitor the LHR Service email inbox. Document and track warranty tasks relevant to each work order.
</li><li>Responsible for managing nation-wide warranty-related work orders from request to completion utilizing Procore and spreadsheet tracking.
</li><li>Manage and coordinate material deliveries/orders and repairs with vendors, homeowners, and internal employees.</li>
<li>Responsible for prompt and frequent communication and responses with homeowners and/or community managers related to open work orders.
</li><li>Ensure completion of all service repairs and hold vendors accountable for results.
</li><li>Collaborate with Project team on warrantable and non-warrantable construction items and associated warranty expiration dates.
</li><li>Responsible for vendor search and onboarding related to warranty work orders.</li>
<li>Responsible for escalating urgent issues to leadership.
</li><li>Participate in job closeout meetings and knowledge transfer from project team.</li>
<li>Responsible for reviewing and validating invoices related to warranty repairs.
</li><li>Communicate and ask questions about any part of project scope that is unclear.

Emergency On Call Rotation:
<ul>
<li>LHR has a 3rd party emergency call service which Associa communities can contact in the case of an emergency. LHR employees take monthly rotations to be on-call 24/7 to respond to emergency messages.</li>
<li>Manage the emergency call system and communicate LHR's monthly rotation changes to new team rotation for the upcoming month.
</li><li>Proactively monitor if employees have time off and adjust the on-call team accordingly.</li>
<li>Communicate any personnel changes to the emergency call service. If an employee is no longer employed with LHR, then proactively update his or her rotation group.</li>

Buyer II is a mid-level procurement professional responsible for executing purchase order activity and related procurement actions in support of The Building People&rsquo;s federal and commercial prime contract portfolio. Operating within a lean, compliance-driven shared services team, Buyer II conducts competitive and noncompetitive procurements, administers purchase orders, and may administer simple commercial services subcontract agreements under the Simplified Acquisition Threshold (SAT). The role maintains audit-ready procurement files in accordance with FAR, DFARS, applicable prime contract requirements, and company purchasing system procedures.

This role requires sound judgment, attention to regulatory detail, and the ability to work independently on low- to moderate-complexity procurement actions while collaborating with program stakeholders and Subcontracts &amp; Procurement leadership. Buyer II must be able to review prime contract terms, identify applicable purchasing requirements and clause flow-down considerations, and elevate questions or higher-risk determinations for review. Core Duties and Responsibilities
</div>
<ul><li>Execute competitive and noncompetitive purchase order procurements for goods and services of low to moderate complexity in compliance with company purchasing system procedures, FAR and DFARS requirements, and applicable prime contract terms.</li>
<li>Develop and issue solicitation packages, including RFQs and RFPs; support The Building People&rsquo;s fair and impartial source selection process; and prepare written award determinations documenting the basis for TBP&rsquo;s source selection.</li>
<li>Conduct and document market research to support competition requirements, noncompetitive justifications, and price reasonableness determinations prior to award.</li>
<li>Analyze subcontractor and vendor proposals and conduct price analyses using competition, historical pricing, market research, or other FAR-recognized methodologies; document conclusions in the procurement file to support auditor review.</li>
<li>Recommend the appropriate procurement instrument, including purchase order or simple commercial services subcontract agreement under the SAT, based on prime contract requirements, scope, overall risk, complexity, and program needs; elevate non-routine or higher-risk determinations for review.</li>
<li>Review prime contract clauses under FAR, DFARS, and agency supplements to identify applicable purchasing requirements and flow-down obligations for purchase orders and simple commercial services subcontract agreements; incorporate required clauses using company-approved templates and guidance from senior staff.</li>
<li>Perform supplier responsibility determinations prior to award, including SAM.gov registration verification, exclusion and debarment checks, conflict of interest checks, and financial risk mitigation. Use sound judgment to identify risks and take or recommend appropriate mitigation actions.</li>
<li>Prepare, issue, and administer purchase orders in Deltek Costpoint; administer simple commercial services subcontract agreements under the SAT as assigned; process modifications, track funding and ceiling values, and conduct regular closeout activities.</li>
<li>Create thorough, audit-ready procurement files for assigned purchases in accordance with DCMA standards and company policies.</li>
<li>Coordinate with program managers, finance, subcontractors, and vendors to proactively prevent and resolve requisition, invoice, and payment issues, and document resolution actions in the procurement file.</li>
<li>Support company capture and proposal efforts by coordinating time-sensitive subcontractor and vendor data calls, executing NDAs and teaming agreements, issuing proposal-related RFQs/RFPs, and providing supplier pricing support.</li>
<li>Support proposal teams with procurement strategy, acquisition planning, and compliance considerations applicable to the solicitation, escalating complex requirements to Subcontracts &amp; Procurement leadership.</li>
<li>Uphold the company&rsquo;s audit-readiness posture by adhering to written purchasing system policies and procedures; identify procedural gaps or documentation deficiencies and escalate for resolution, as necessary.</li>

JOB PURPOSE or JOB SUMMARY:
The Buyer works in cooperation with the Purchasing Manager to ensure incoming materials, components, and supplies are ordered and received to meet critical production schedules, effectively reviewing MRP requirements to reduce overall costs and increase inventory turns.
Contributes to a positive working culture, builds strong relationships, and lives out the values of integrity, collaboration, and accountability.
ESSENTIAL DUTIES and RESPONSIBILITIES:

Reviews and analyzes MRP and other related reports to procure components or services from suppliers.</li><li>
Ensures purchase orders and change orders for assigned parts, materials, and supplies are input into the system and documented in a timely and accurate manner in accordance with established procedures.</li><li>
Ensures integrity of purchase orders by verifying all information provided on supplier acknowledgment, including part numbers, descriptions, pricing, and delivery dates.</li><li>
Expedites purchase orders related to past-due items, special orders, and other requests on an as-needed basis. Follows up as necessary.</li><li>
Communicate with sales and production teams regarding the status of orders in relation to sales order dates and/or scheduling requirements.</li><li>
Assists in solving discrepancies with suppliers, inventory, finance, and engineering.</li><li>
Assists in obtaining and analyzing supplier quotes.</li><li>
Assists with supplier negotiations to get the best possible pricing.</li><li>
Demonstrates leadership and sound judgment in representing the purchasing department and JEM Technical internally and externally.
</li><li>Compliance with all JEM policies and procedures, including ISO, OSHA, and AWAIR requirements.</li><li>
Supports JEM&rsquo;s vision and mission and exemplifies JEM&rsquo;s core values daily.</li><li>
Maintains regular and predictable attendance.</li><li>
Performs other duties as assigned.</li></ul>
