The risk control consultant evaluates our policyholders' risk control environment from an all-lines perspective. JOB SUMMARY: The New American Funding (&ldquo;NAF&rdquo;) Third Party Risk Management (TPRM) team is responsible for the governance and oversight of NAF&rsquo;s third-party risk and for assessing the effectiveness of controls used to identify, monitor, and manage third-party risk throughout the third-party lifecycle. 
The Senior Risk Specialist &ndash; Third Party Management will report to the TPRM Risk Lead and play a key role in supporting, enhancing, and maturing the TPRM Program. This position will directly contribute to OAR&rsquo;s A-123 internal control and audit support initiatives, ensuring compliance, risk management, and program effectiveness across EPA&rsquo;s critical grant oversight activities. 
Position Overview:

The Fraud Risk and Internal Controls Specialist supports the assessment, documentation, and strengthening of fraud risk management and internal controls across the US Environmental Protection Agency&rsquo;s (EPA) Office of Air and Radiation (OAR) grant programs. This role focuses on helping EPA understand how fraud risks manifest across complex grant environments, how those risks are identified and assessed, and how existing controls operate to prevent and detect fraud in alignment with OMB Circular A-123, the GAO Green Book, and the GAO Fraud Risk Framework.

The Specialist contributes to the design and execution of a structured fraud risk assessment across major OAR programs, including the Climate Pollution Reduction Grants, Clean School Bus, Clean Heavy-Duty Vehicles, and Clean Ports programs. This work supports development of a program-level fraud risk profile, strengthens internal control design, and informs audit readiness and management assurance activities. The role is advisory and collaborative in nature and works closely with program staff to strengthen practices rather than evaluate for enforcement purposes.

This position is remote but with a requirement to regularly attend meetings at the Environmental Protection Agency HQ in Washington DC. 
Responsibilities
<ul><li>Support execution of a structured fraud risk assessment across OAR grant programs, including development of fraud risk inventories, risk descriptions, and supporting documentation.</li></ul>
<ul><li>Work with program staff across Headquarters and Regional offices to understand how grant processes operate in practice, including how decisions are made, documented, and monitored.</li></ul>
<ul><li>Participate in information-gathering activities, including review of prior audits, OIG reports, A-123 assessments, and program documentation to identify relevant fraud risk indicators and themes.</li></ul>
<ul><li>Help document business processes and control activities across financial management, grants management, and program delivery cycles to establish a baseline understanding of the control environment.</li></ul>
<ul><li>Contribute to development of risk scoring approaches, including assessment of likelihood, impact, and control environment strength to support inherent and residual risk analysis.</li></ul>
<ul><li>Support stakeholder discussions to validate fraud risks, clarify roles and responsibilities, and incorporate program perspectives into risk and control analysis.</li></ul>
<ul><li>Assist in synthesizing observations across programs to support development of a consolidated fraud risk profile and prioritization of risks.</li></ul> 
Risk Analysis, Documentation, and Reporting

Qualifications
