Job Description</h2></div><div>
Role Summary:<ul><li>
The Contracts/Commercial Management function includes the oversight of the contract/commercial deliverable requirements of the General Engineering Consultants (GECs) and Contractors, agreeing associated strategies, standards, procurement solutions and monitoring compliance by both the GEC&rsquo;s and Contractors of their contract requirements.</li><li>
Provide leadership and direction to the Contracts Management and Commercial Management Teams.</li><li>
Will work in association with all programme systems, covering the entire life cycle of project delivery, including project planning, design, tender, construction, maintenance, and handing over.</li></ul>
Responsibilities:<ul><li>
Leadership for overall compliance of the processes and procedures necessary to deliver the Road Projects Department, identifying issues impacting compliance with successful delivery, and assisting in successful issue resolution.</li><li>
Highlight and address issues that could potentially impact successful programme/project delivery are brought to the attention of the Head of Section.</li><li>
Oversight of GEC cost estimates and methods to review proposals for budget constraints and compliance.</li><li>
Oversight of current cost estimates and cash flow projections.</li><li>
Oversight of cost estimates with the budgets for each project and the Master Budget.</li><li>
Delivery of comprehensive reports, commercial and operational to the PWA.</li><li>
Provide oversight and advice on contractual correspondence.</li><li>
Provide oversight and advice on claims.</li><li>
Provide oversight and advice on site instructions.</li><li>
Provide oversight and advice on extensions of time.</li><li>
Provide oversight and advice on payments.</li><li>

Strong Leadership skills</li><li>
Strong knowledge of local and international contract laws</li><li>

Educational Qualification

 Linum Consult&rsquo;s client is a major international company that works within the power and energy sector. They are currently seeking a Senior Legal Counsel with experience of working on the legal side of Business Development deals, to be based in their Doha office.
 
 
 
 
 
 
 RESPONSIBILITIES
 
 
 
 
 
 <ul>
 <li>
 Ensuring the activities of the company are conducted lawfully and in compliance with all relevant contracts, procedures, and regulations
 </li>
 <li>
 Supervising and presenting advice on legal issues related to the rights, obligations, privileges, and cases with regards to the company&rsquo;s business operations
 </li>
 <li>
 Contributing to the return and cash flow of the company through the provision of legal support in the development of contracts related to new projects
 </li>
 <li>
 Drafting, reviewing, and finalising correspondence and contracts between the company and business partners, contractors, and clients, with a view to ensure compliance with legal requirements

 <li>
 Staying observant of the constitution, statutes, laws, rulings, and regulations in the state of Qatar and international markets. Following legal updates to determine any legal implications for the company

 Checking and reviewing contracts/agreements with the Head of Business Development or Regional Managers, to ensure that the contract covers all terms that the Business Development team might have discussed with the other party

 Ensuring that all documentary requirements have been adhered to before signing contracts/agreements with the various parties

 Liaising with relevant professional advisers (e.g., external lawyers) to obtain external advice where appropriate
 </li>
 <li>
 Liaising with the Head of Business Development to provide legal advice with regards to business development opportunities through exploring new ventures such as mergers and acquisitions, investment and procurement activities locally and internationally
 </li>
 <li>
 Representing the company in all dispute/litigation cases with external parties in front of the judicial authorities
 </li>

 PROFILE

 University degree qualification in Law, specialising in Corporate Law, from a recognised law school, ideally with Professional Certification
 </li>
 <li>
 At least 12 years of Legal Counsel experience, ideally with 5 years within the power/energy industry
 </li>
 <li>
 Demonstrable experience in an international setting
 </li>
 <li>
 Strong understanding of Business-to-Business contracts, working on the legal side of Business Development deals such as acquisitions and power purchase agreements
 </li>
 <li>
 Ability to highlight the risks and binding clauses in a contract
 </li>
 <li>
 Fluent in English with very strong verbal and written communication skills
 </li>
