The Senior Expert &ndash; Nuclear Operations &amp; Maintenance (O&amp;M) is a strategic advisory role dedicated to supporting the Customer in achieving full operational readiness in line with international best practices and regulatory requirements for a nuclear power plant. This role will focus on defining, allocating, and implementing all functions associated with plant operations, repair, modification, and maintenance, and ensuring proper organisational implementation and integration. The Senior Expert &ndash; Nuclear Operations &amp; Maintenance will work directly with the Client&rsquo;s leadership and ensure effective coordination with remotely based subject matter experts.</p><p><b>
Duties and Responsibilities:</b></p><ul><li>
Lead the development and implementation of an integrated Operational Readiness Plan aligned with IAEA safety standards, licensing conditions, and project schedule milestones.</li><li>
Analyse the Customer&rsquo;s responsibilities under the EPC contract and regulatory framework and map them to operational functions.</li><li>
Identify and define all O&amp;M functions, including staffing requirements, roles, and responsibilities within the Owner&rsquo;s proposed organisation.</li><li>
Conduct a gap analysis of the current organisational structure and functional readiness, particularly regarding operations, systems engineering, maintenance, work control, radiation protection, and outage planning.</li><li>
Advise on the recruitment, qualification, licensing, and certification needs of operational staff.</li><li>
Contribute to the skills and training needs assessment for operational and maintenance personnel and advise on program structure and implementation.</li><li>
Develop and review requirements for equipment, tools, maintenance systems, spare parts, consumables, and technical resources, including software and hardware necessary for effective operations.</li><li>
Monitor compliance with international codes and local licensing obligations.</li><li>
Support the Customer in building robust O&amp;M processes, including technical specifications, plant startup procedures, operational limits and conditions, and event and condition reporting systems.</li></ul></div><div><div><b>

Minimum of 20 years experience in nuclear power plant operations, including at least 10 years in senior plant or corporate leadership roles (Senior Manager, Plant Manager, Director/Vice O&amp;M, or equivalent).</li><li>
Proven experience in pre-commissioning and startup phases of nuclear power plants.</li><li>
Extensive knowledge of international nuclear regulatory frameworks (IAEA, WANO, INPO).</li><li>
Experience in organising and managing training and qualification programs for licensed operators and maintenance staff.</li><li>
Prior experience in projects in the Middle East or working with newly established operators is an advantage.</li><li>

   Lead the development of the corporate governance model for the Customer's nuclear operating organisation, ensuring alignment with national regulations and IAEA guidance (e.g., SSR 2/2, GSR Part 1, GSR Part 2, GS-G-3.1, NS-G-2.4).

   Perform functional analysis and distribution of responsibilities across the administrative and support services of the Customer&rsquo;s structure, including Finance, Human Resources, Procurement, Information and Communication Technology, Quality Assurance and Quality Control.
  </li>
  <li>
   Conduct an organisational gap analysis focusing on areas such as financial planning, budgeting for operations, procurement capability, asset management, and information/document control systems.
  </li>
  <li>
   Define the material, Information and Communication Technology, and software infrastructure required for corporate and administrative functions, including Enterprise Resource Planning systems, licensing and document tracking systems, and HR platforms.

   Contribute to the definition and implementation of management systems, procedures, and interfaces between corporate and technical operations.

  </li>
  <li>
   Strong knowledge of IAEA GSR Part 2, GS-R-3, and other relevant safety and quality management standards.

The Advisor &ndash; Nuclear Organisation Management and Administration will support the Customer in establishing a fully functional and effective operating organisation and support the development of the administrative structures and processes for facilitating this objective. This includes all aspects of safety, radiation protection, operations, maintenance, engineering, human resources, administration and governance. The advisor will play a key role in supporting the Customer to implement all the required processes and provide all necessary resources to operate the nuclear power plant.</p><p><b>
Duties and Responsibilities:</b></p><ul><li><p>
Support the identification of all tasks that the Operating Organisation will need to perform during operation and specifying all capabilities that the staff will require.</p></li><li><p>
Assist in the identification and development of all operational management and administrative processes required for ensuring effective operation and management of the plant.</p></li><li><p>
Advise and assist the Owner in the configuring and establishment of a suitable organisational structure that will ensure effective management of the plant during operation.</p></li><li><p>
Assist in the identification, specification and provision of all equipment and other technical resources that will be required for plant operation.</p></li><li><p>
Assist in the identification of all the required human resources and support the processes for selecting and training of these resources to ensure the required skills are provided for operating the plant.</p></li><li><p>
Support the development and updating of an Operational Readiness plan that lists all activities that must be implemented for the Owner to be ready for operations at different stages of the project.</p></li><li><p>
Interface with the Worley team of experts to coordinate the distribution of work and consolidate information and input from all members.</p></li><li><p>
Advise the Customer regarding standard industry practices and norms and assist the Customer with the implementation of the processes that provide these.</p></li><li><p>

Minimum of 5 years experience, working at a nuclear power plant, in a role related to the administration and coordination of activities at an Nuclear Power Plant.</div></li><li><div>

 The Advisor &ndash; Nuclear Organisation Management and Administration will support the Customer in establishing a fully functional and effective operating organisation and support the development of the administrative structures and processes for facilitating this objective. This includes all aspects of safety, radiation protection, operations, maintenance, engineering, human resources, administration and governance. The advisor will play a key role in supporting the Customer to implement all the required processes and provide all necessary resources to operate the nuclear power plant.

  Duties And Responsibilities

  <li>
   Support the identification of all tasks that the Operating Organisation will need to perform during operation and specifying all capabilities that the staff will require.
  </li>
  <li>
   Assist in the identification and development of all operational management and administrative processes required for ensuring effective operation and management of the plant.
  </li>
  <li>
   Advise and assist the Owner in the configuring and establishment of a suitable organisational structure that will ensure effective management of the plant during operation.
  </li>
  <li>
   Assist in the identification, specification and provision of all equipment and other technical resources that will be required for plant operation.
  </li>
  <li>
   Assist in the identification of all the required human resources and support the processes for selecting and training of these resources to ensure the required skills are provided for operating the plant.
  </li>
  <li>
   Support the development and updating of an Operational Readiness plan that lists all activities that must be implemented for the Owner to be ready for operations at different stages of the project.
  </li>
  <li>
   Interface with the Worley team of experts to coordinate the distribution of work and consolidate information and input from all members.
  </li>
  <li>
   Advise the Customer regarding standard industry practices and norms and assist the Customer with the implementation of the processes that provide these.
  </li>

   Maintain the configuration and version controls of all the information being developed by the Worley team.

  Experience And Qualifications
  <br/>
  <br/>
 </strong>
 <ul>
  <li>
   Minimum of 5 years experience, working at a nuclear power plant, in a role related to the administration and coordination of activities at an Nuclear Power Plant.
  </li>
  <li>
   Proven experience in developing and implementing processes for facilities in the nuclear industry.
  </li>
  <li>
   Strong knowledge of IAEA GSR Part 2, SSR-2/1 and other relevant safety and quality management standards.
  </li>
  <li>
   Degree in Business Administration, Industrial Management, Nuclear Engineering, or equivalent.
  </li>
  <li>
   MBA or post-graduate management qualifications preferred.
  </li>
  <li>
   Experience supporting newly established nuclear entities is highly desirable.

Purpose:</b></p><p>
The Nuclear and Radiation Safety Manager is responsible for leading the Nuclear and Radiation Safety function. This role organizes and leads Worley Nuclear and Radiation Safety function to help the Customer ensure the project is effectively and technically developed to meet the contract and standards requirements, local and international codes, timeline and budget during all project phases &ndash; design, installation, testing and commissioning.</p><p><b>
Duties and Responsibilities:</b></p><ul><li><p>
Nuclear Safety Case &amp; Safety Assessments - Review safety cases to demonstrate compliance with nuclear safety principles throughout design, construction, and commissioning. Assess deterministic and probabilistic safety analyses (e.g., PSA Level 1 and Level 2).</p></li><li><p>
Design Changes &amp; Impact on Nuclear Safety - Evaluate design changes/modifications and configuration changes that impact nuclear and radiation safety and advise the Customer for approval/rejection.</p></li><li><p>
Safety-Related Systems in Commissioning &amp; Testing - Oversee and review commissioning tests of safety-critical systems results. Evaluate test results to confirm compliance with design and licensing requirements.</p></li><li><p>
Radiation Protection &amp; ALARA Implementation - Ensure that radiation protection measures align with IAEA GSR Part 3 and national regulatory standards.</p></li><li><p>
Safety Management System &amp; Organizational Readiness &ndash; Support in the elaboration and assess the Owner/Operator&rsquo;s organization and management system in relation to nuclear safety.</p></li><li><p>
Emergency Preparedness &amp; Severe Accident Management - Assess and review severe accident management guidelines and emergency preparedness programs.</p></li><li><p>
Member of the consultant operational readiness team that develops and supports implementing the Customer's operation readiness plan.</p></li><li><p>
Responsible for providing the necessary technical support and input to the Worley Project Manager and team.</p></li><li><p>
Establishes Worley Nuclear and Radiation Safety resource requirements and ensures the necessary resources for the project.</p></li><li><p>
Ensures Worley nuclear and radiation safety systems and procedures are developed and rolled out for the project and work is performed in accordance with Worley internal processes and procedures.</p></li><li><p>
Coordinates effectively with other project disciplines.</p></li></ul></div><div><p><b>
Experience and Qualifications</b></p><p></p><ul><li><p><br>
 Bachelor&rsquo;s degree or higher in Engineering or Radiation Protection is a must.</p></li><li><p>
10+ years of experience in nuclear and radiation safety on large scale projects and management of multi-cultural teams.</p></li><li><p>
Certification in Nuclear Safety, Radiation Protection, or Reactor Licensing is a plus. Deep understanding of IAEA, WANO, or national nuclear safety regulatory frameworks.</p></li><li><p>
Background in nuclear safety assessments, licensing, and operational readiness reviews.</p></li><li><p>
Direct involvement in pre-commissioning, commissioning, and operational readiness reviews of a nuclear power plant.</p></li><li><p>
Deep understanding of deterministic and probabilistic safety analysis and IAEA safety standards (SSR-2/1, SSR-2/2, GSR Part 4)</p></li><li><p>
Reactor physics, core safety, and radiation monitoring.</p></li><li><p>
ALARA implementation and dose management.</p></li><li><p>
Strong analytical and problem-solving skills in safety assessment and risk evaluation.</p></li><li><p>
Ability to interpret complex safety-related test results and commissioning data.</p></li><li><p>
Excellent communication skills for regulatory engagement, technical presentations, and coordination with stakeholders.</p></li><li><p>
Leadership ability to promote a robust nuclear safety culture within the project and Client teams.</p></li><li><p>
Prior involvement in IAEA Operational Readiness Reviews (ORR) or WANO Pre-Startup Peer Reviews.</p></li><li><p>
Familiarity with digital tools for safety management and risk assessment.</p></li></ul><p><b>
