The Children's Law Center (CLC) is a non-profit legal services organization that represents children in custody, visitation, guardianship, paternity, family offense, and related child protective (abuse or neglect) proceedings in the Family Courts and the Integrated Domestic Violence Parts of the Supreme Court of the State of New York, and in appeals therefrom. <b>Job description</b></p><p>
Under the leadership of the Borough Director, the staff attorney will work to effectuate the mission of CLC. The staff attorney will ensure that CLC maintains high standards of representation and client services. In collaboration with paralegals, social workers and a writing unit, staff attorneys maintain their own caseloads, taking responsibility for zealous representation from intake through trial.</p><p><b>
Essential Duties/Responsibilities</b></p><ul><li>

Salary Requirements</b></p><p>

As a senior attorney, your role will be to assist the division in ensuring compliance of buildings with valuable benefits, under the direction of the Assistant Commissioner (AC) of Compliance &amp; Enforcement. You serve as the agency&rsquo;s subject matter expert on compliance and enforcement of tax incentives and will investigate and take enforcement action against non-compliant building owners. Cases focus on violations of statutory requirements, including, but not limited to, rent registration and affordability requirements, as well as violations of Regulatory Agreements. These investigations regularly involve coordination with other city and state agencies; you may assist the AC in liaising with these agencies. <b>Office of the Metropolitan Transportation Authority Inspector General:</b><br>
The Office of the Metropolitan Transportation Authority (MTA) Inspector General (OIG) reviews and investigates the operations of the MTA and its contractors. The MTA, which employs over 70,000 people, includes among other entities, New York City Transit, the Long Island Rail Road, Metro-North Railroad, MTA Bridges &amp; Tunnels, Staten Island Rapid Transit, and MTA Construction &amp; Development.
<p> <b>Position Summary:</b></p><br>
Reporting directly to the Executive Deputy Inspector General for Legal (&ldquo;EDIG/Legal&rdquo;), the Senior Investigative Attorney directs and conducts confidential inquiries and investigations into complex allegations of fraud, waste and abuse in the operations and management of the MTA, its subsidiary agencies and contractors.

<b>Duties and Responsibilities:</b><ul><li>
Serves as the team lead, responsible for the planning, conducting, and reporting on confidential investigative inquiries, providing legal and investigative direction to team members.</li><li>
Identifies issues and avenues of investigative inquiry and develops a plan to assess their significance.
</li><li>Conduct interviews of agency and other personnel and prepares clear and concise interview memoranda.</li><li>
Develops and maintains professional working relationships and continually gains knowledge of evolving MTA agency operations.</li><li>
Conducts applicable legal research and analyzes documents related to confidential inquiries and investigations.</li><li>
Provides legal and investigative advice and support to the investigative and audit team members on confidential inquiries and investigations.</li><li>
Drafts comprehensive case memoranda, case summaries, subpoenas and other legal documents.
</li><li>Develop appropriate recommendations to improve agency operations, cost-efficiency, safety and assist the Audit Division with audits of MTA operations and processes.
</li><li>Prepares professionally written reports and referral letters on the investigative inquiry.</li><li>
Provides accurate and precise case progress reports on the status of the inquiry and avenues of investigation being pursued to the EDIG/Legal and other members of the Executive Staff, including the Inspector General.</li><li>
Represents the OIG at meetings with MTA officials, MTA subsidiary agencies and contractors, as well as with external local, state and federal agencies, including prosecutors&rsquo; offices.</li><li>
Assists in preparing MTA/OIG staff to testify at disciplinary hearings, arbitrations and court proceedings.</li><li>
Travel within the MTA geographic jurisdiction may be required.</li></ul><br>

Qualifications/Relevant Experience:</b><ul><li>
A Bachelor&rsquo;s Degree from an accredited educational institution and a Juris Doctor from an accredited law school.</li><li>
Admission to the New York State Bar.</li><li>
Minimum of six years of legal experience, including substantial experience in conducting complex civil or criminal investigations or reviews, including legal research, interviews, pre-trial motion practice, litigation of trials and hearings, legal research, and brief writing.
