  Reporting to the Plant Manager, the Supply Chain Buyer/Planner is responsible for planning and expediting required materials for the production floor to satisfy customer delivery needs while optimizing production efficiencies and inventory investments and will purchase various supplies and equipment for the operation based on established procedures and guidelines. This position works directly with the other supply chain team members and the local operating team to establish priorities to meet forecast plans and current customer demand. In addition, this position will also contribute to the direct scheduling of production machinery.

   Ensuring the consistent and adequate supply of materials necessary for production

   Track and monitor materials from initial shipment from the supplier to final delivery at the site

   Monitor and track inventory levels on-hand and on-order, including managing delivery issues through proactive follow-up and escalation

   Maintain data/information integrity within the SAP ERP including but not limited to vendor information, purchasing terms, lead times, costs, etc.

   Ensure raw materials, packaging components, supplies, services are purchased as required to maintain the safe and efficient operations of the site and business

   Ensure that required documentation such as certificates of analysis or conformity, SDS, insurance documentation, use and handling instructions, etc. are received as required from vendors and routed to appropriate stakeholders

   Provide vendor/supplier oversight regarding responsiveness and performance. Participate in vendor and supplier qualification, performance evaluations, metrics tracking, etc.

   Interface with Quality, EHS, and other stakeholders in vendor/supplier complaint or poor performance investigations

   Participate in project assignments as needed, i.e. Dual sourcing, RFQ&rsquo;s, RFP&rsquo;s, Working Capital Improvement

   Creating and maintaining the daily production schedule for each machine at the site according to customer and business needs

The Senior Buyer is responsible for delivering end-to-end procurement activities within the Oil &amp; Gas EPC environment in Saudi Arabia, ensuring the timely, compliant, and cost-effective sourcing of engineered equipment, bulk materials, and subcontracted services. The role supports major EPC projects by aligning procurement execution with project schedules, technical specifications, and client requirements.</p><p>
Operating within an ORACLE ERP environment, the Senior Buyer plays a key role in driving procurement efficiency, maintaining data integrity, and ensuring full visibility across the procure-to-pay cycle. The position requires strong engagement with engineering, project management, construction teams, and suppliers to mitigate risks, optimize costs, and ensure successful project delivery.</p><b>
Details / Responsibilities</b><ul><li>
Execute procurement activities for <b>EPC projects</b>, including sourcing of engineered equipment, long-lead items, bulk materials, and subcontract services</li><li>
Process and manage purchase requisitions, RFQs, bid evaluations, and purchase orders using <b>ORACLE ERP (Fusion/EBS)</b></li><li>
Lead technical and commercial evaluation of bids in coordination with engineering and project teams</li><li>
Conduct supplier identification, prequalification, and ongoing performance evaluation, with a focus on approved vendor lists (AVL)</li><li>
Negotiate pricing, delivery terms, Incoterms, and contractual conditions to achieve optimal project outcomes</li><li>
Ensure procurement aligns with <b>project schedules</b>, expediting critical items to meet construction milestones</li><li>
Manage post-award activities including expediting, vendor document review coordination, inspections, logistics, and delivery follow-ups</li><li>
Ensure compliance with <b>Saudi Aramco / major operator standards</b>, local content (IKTVA), and company procurement policies</li><li>
Monitor supplier performance and resolve commercial or delivery issues proactively</li><li>
Generate procurement reports from ORACLE ERP, tracking KPIs such as cost savings, on-time delivery, and commitment values</li><li>
Identify and implement <b>cost reduction and value engineering opportunities</b></li><li>

Qualifications</b><ul><li>

8&ndash;12+ years of procurement experience</b>, with significant exposure to <b>Oil &amp; Gas EPC projects</b></li><li>
Proven experience in <b>Saudi Arabia (KSA)</b>, with knowledge of local regulations, Saudization, and supplier landscape</li><li>
Strong experience in procuring <b>engineered equipment (e.g., pumps, valves, compressors), bulk materials, and EPC subcontracting</b></li><li>
Hands-on expertise in <b>ORACLE ERP &amp; AVEVA ERM systems (Oracle Fusion or EBS)</b>, particularly procurement and P2P modules</li><li>
Strong understanding of <b>project procurement lifecycle</b>, including long-lead item management and expediting</li><li>
