Required Qualifications & Competencies:

Bachelor's degree in Civil Engineering, Architecture, or a related field is essential.

Minimum of 8 years of experience in construction management or site engineering is typically required, often with a focus on large-scale projects.

Responsibilities:
Planning & Site Preparation
-
Plan, monitor, and control site activities to ensure productivity and adherence to schedules.
-
Supervise site preparation during mobilization, following the mobilization program.
-
Review project specifications and standards, ensuring all work complies with requirements and approved drawings.
Supervision & Execution
-
Oversee all site work to ensure compliance with the latest approved drawings, specifications, construction program, and method statements.
-
Resolve technical site issues and report to the Construction Manager.
-
Supervise and coordinate General Foremen and Site Engineers, allocating work areas and ensuring execution as per method statements.
-
Ensure all subordinates and subcontractors use the latest approved shop drawings and submittals.
Quality Assurance & Control
-
Conduct specified inspections and tests per Inspection/Test Plans, including those for subcontractors.
-
Complete necessary QA documentation and coordinate with the Project QA Manager/Engineer for daily inspections.
-
Ensure site instructions and non-conformance reports are addressed and closed promptly.
-
Maintain compliance with the company quality system and Project Quality Plan (PQP), reporting deficiencies as needed.

Allow sufficient notification for required inspections and verify calibration of testing equipment.
Resource & Material Management

Monitor efficient use of materials and supervise storage areas to minimize wastage.
-
Ensure sufficient human resources, materials, and equipment are available to maintain workflow and avoid delays.

Monitor material deliveries and coordinate with the Construction Manager to prevent delays.
Coordination & Communication
-
Coordinate work of different subcontractors, ensuring compliance with requirements and schedules.
-
Regularly inspect subcontractor work and report potential delays.
-
Follow up and record design changes as instructed by the Construction Manager.
-
Report on the engineer’s verbal instructions to the Construction Manager before proceeding.

Prepare and submit timely site reports to the Construction Manager.

Maintain a site diary recording daily activities and any issues affecting the project.
Safety & Compliance
-
Coordinate with the site safety officer to implement and enforce safety regulations as per the HSE plan.
-
Take actions on safety violations and respond to incidents as required.
Project Closeout
-
Supervise and coordinate project closeout activities, including snag list completion and handover processes.
-
Participate in handing over procedures, inspect works, list rectification items, and ensure completion of all snags.
