Primary Purpose
Under general supervision Human Resources and Risk Management Director, Deputy Director, or designee, this position is responsible for management and operational support all security operations, emergency preparedness planning, threat assessment processes, incident response, interagency coordination, and continuous improvement of County security systems.
Essential Job Functions
-
Monitor all security activities, initiatives and programs for County staff and visitors.

Evaluate the effectiveness of physical security and safety infrastructure, practices and culture of the County, including, but not limited to, emergency preparedness and security procedures.

Identifies non-compliant or hazardous conditions security situations and champions opportunities for continual improvement in processes and procedures.

Assess prevailing security conditions, identify security trends, and advise on potential security concerns affecting the County’s personnel, assets, activities, and interests.

Builds and maintains relationships with law enforcement, fire, community emergency resources, and County stakeholders.

Partner with key County stakeholders to support business continuity and crisis management planning, disaster recovery and building safety measures.

Monitor and evaluate office physical security measures, such as barriers, issuance of identity cards, entry and exit controls, as appropriate, for standard or emergency conditions.

Assists in developing, updating, and enforcing County wide security policies and crisis response plans.

Develop and promulgate security management guidelines and County policies.

Maintain an emergency communications system, ensuring timely security information distribution, especially during a crisis.

Responsible for establishing and scheduling all safety drills with stakeholders to ensure compliance with applicable policy and law.

Investigate and report on security incidents, including theft, vandalism, or unauthorized access and recommend corrective measures.

Coordinates debrief after all drills to monitor compliance and improve performance.

Monitors Camera systems and investigates issues/concerns noted on cameras.

Oversee the coordination of all security cameras by ensuring they are in working order.

Ensures compliance with access controls, visitor management, and communication protocols.

Reviews and manages incident reports and trend analyses to implement preventive measures and senior management's review.

Maintain accurate records of security activities and prepare reports for management review.

May provide and remove security access cards to employees, staff and others as authorized.

Completes a variety of administrative functions and tasks.

Must complete all training as designated or assigned.

Performs other duties as directed or assigned.
Knowledge/ Skills

Knowledge of security surveillance systems, access control systems, and alarm systems.

Knowledge of security protocols and risk assessment.

Knowledge of information gathering/investigations and root cause analysis.

Skill in identifying potential security risks and identifying opportunities for improvement.

Skill in effective customer service.

Skill in communication, both written and verbal, including public speaking.

Skill in delivering creative, engaging, and accurate content (text, image, and video).

Skill in operating various word-processing, spreadsheet, database and other software programs in a Windows environment.

Ability to leverage technology to support and enhance security.

Minimum Qualifications

High School Diploma or GED
-
Three (3) years of experience in security, law enforcement, criminal justice or closely related field.

Related college education may be substituted at a rate of 30 semester hours to one (1) year of experience.

Must possess or complete the Professional Security Officer Program (PSOP) within one year of hire.

Working Conditions
Work is performed in both an office setting and outdoors in varied weather conditions, with exposure to dust, fumes, airborne particles, and allergens. Occasional travel and overtime work may be required. While performing the duties of this job, the employee regularly is required to stand, walk, and sit, reach with hands or arms, and talk or hear. Work may involve high risk or potentially dangerous situations; exposure to excessive noise; or working near hazardous moving equipment or machinery. May lift up to 20 pounds. Work may require the use of protective clothing, equipment, devices, or materials.
Conditions Of Employment
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
