PAY RANGE: $129,000 – 145,000

Position Summary

The Security Manager / Facility Security Officer has primary responsibility for leading the Vigor Works Security team in the planning, development and execution of security activities to ensure company policies and procedures are compliant with customer and government requirements for the protection of personnel, property and information. The Security Manager / Facility Security Officer will drive program specific security initiatives improving the company’s overall security posture. Primary liaison with management and customers regarding security requirements to ensure compliance with applicable customer or state/federal regulations, requiring strong ability to communicate within all levels of the organization.

Essential Functions And Major Responsibilities

  • Lives Vigor Values every day.
  • Provides leadership and coordinates the activities of the Vigor Works security team to include hiring, training, developing, cross-training, coaching, evaluating, disciplining, and recommending personnel actions in accordance with company policies.
  • Responsible for 24/7 Security operations at the Vigor Works Vancouver facilities. Engages and coordinates security activities with other Security department members for other facilities were Vigor Works personnel are assigned.
  • Serve as the Facility Security Officer of Vigor Works LLC, and directs NISP activities for applicable security programs and regulatory requirements, to include ITAR/Export compliance
  • Provide administration and oversight of 32 CFR Part 117, the “NISPOM” directed requirements, to include developing and maintaining Standard Practice and Procedures (SPP), and management of FCL requirements
  • Provide administration and oversight of COMSEC account, and compliance with applicable NSA regulations
  • Supports the Director, Industrial Security in the implementation and administration of FOCI compliance activities applicable to NISP imposed requirements for mitigated companies
  • Establish and maintain security policies, standards, and procedures in alignment with Vigor Works corporate strategic plan and executive leadership to safeguard the organization’s personnel and assets, including intellectual property and trade secrets
  • Oversees policy implementation in accordance with Vigor Works, Security and Project / Program Manager’s intent; Ensures application and enforcement of governing corporate, project / program, and client policies, rules and regulations related to all security activities.
  • Interprets DoD policies and disseminates customer driven security directives to program personnel.
  • Develop project specific security programs and oversees implementation.
  • Act as an advocate for the security program, using sound communication expertise and work with senior level managers to accomplish program specific activities, identifies deficiencies, develops and implements corrective actions.
  • Manage facility security functions, to include access control, badging, daily security activities, and oversight of contract security service provider.
  • Responsible for security operations and equipment requirements for Vigor Works facilities including assisting in the development of the annual operating budget; the operations and maintenance of security equipment.
  • Conduct frequent reviews and audits to validate all security standards and policies are met and upheld.
  • Maintain relationships with local, state and federal law enforcement agencies, and other related government agencies, escalate or manage security issues or emergency situations.
  • Monitor security conditions, known or suspected threats, and conduct ongoing analysis of data received from both external and internal sources, and advise on appropriate risk mitigation strategies.
  • Assists with incident response planning as well as the investigation of security incidents, and assist with disciplinary and legal matters associated with such incidents as necessary.
  • Leads facility threat management processes and coordinates response with Operations, Safety, HR, and others as necessary.
  • Works effectively both independently and as part of a team.
  • Performs other duties as assigned.

Job Scope

This position operates within general parameters of the business unit, but requires a self-motivated candidate that is capable of working in an independent or team environment with minimal direction. The candidate must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company facilities or information. The candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, develop and executes security activities to ensure company policies and procedures are compliant with customer and government requirements for the protection of information and personnel.

SUPERVISORY RESPONSIBILITY: The individual supervises the Fabrication security team to include contract security personnel supporting facility physical security activities. May supervise additional direct reports depending on business need.

Interpersonal Contacts

This position coordinates his/her efforts with directors, managers, supervisors at several levels in the business unit, with extensive interactions outside this group. The position represents Vigor Works through formal and informal interactions with customers, government entities, law enforcement and multiple vendors and subcontractors.

Knowledge Skills And Abilities

  • Ability to problem solve, multi-task, prioritize duties and assignments, and monitor all aspects of a security program including but not limited to; personnel security, physical security, information security procedures.
  • Knowledge of proper handling of Sensitive Security Information (SSI), Personal Identifiable Information (PII), Export controlled information, Controlled Unclassified Information (CUI), Classified information and other DoD controlled materials and equipment.
  • Knowledge of 32 CFR Part 117 the “NISPOM” and various DoD security directives and regulations to include DoD 5200.48 Controlled Unclassified Information, and ITAR/Export compliance.
  • Strong computer skills including, but not limited to, MS Office suite and OnGuard (Lenel).
  • Excellent written communication, report writing, and presentation skills.
  • Possess excellent interpersonal skills to include working with customers, employees, management, and security personnel.
  • Proficient knowledge of Government contracting including FAR and DFAR clauses.
  • Experience establishing, building and maintaining complex internal and external customer relationships specifically working with a Defense Contracting Officer.
  • Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects.
  • Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency.
  • Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Some program travel may be required.

Requirements

  • Experience dealing directly with Federal government agencies
  • Be a U.S. Citizen
  • Ability to obtain and maintain a DoD Personnel Security Clearance
  • Ability to do local travel and out-of-town travel (including air travel) up to 20% of the time with notice

Education And/Or Experience

  • A minimum of 10 years of Industrial Security experience of on the job security management, preferably in a defense industrial base entity, government or other related security field.
  • Degree preferred, but not required

Certificates, Licenses And Registrations

  • Certificate of Completion of FSO Program Management for Possessing Facilities from the Center for Development of Security Excellence
  • Certified Industrial Security Professional (ISP), Personal Protection Professional (CPP) certification, or Physical Security Professional (PSP) certification (Preferred but not required)

Work is conducted in a dynamic, fast-paced office setting with moderate noise. He/she may be required to work more than 8-hour shifts and weekend work.
