Security Officer

Pak-Arab Refinery Limited (PARCO), an integrated energy conglomerate, is a Joint Venture between Pakistan and Emirate of Abu Dhabi. PARCO owns and operates Pakistan’s most modern refinery, over 2,000 kms of pipeline network, strategic storage facilities and marketing operations. PARCO is seeking applications for the position of Security Officer.

Qualification and Competencies:

• Minimum Bachelor’s degree from a recognized institution.
• Physically fit (Category A) – mandatory requirement.
• Relevant qualifications or professional background in security management will be preferred.
• Proficiency in MS Office and general computer operations.
• Strong report writing and documentation skills.
• Good public relations and stakeholder coordination abilities.
• Fluency in English and Urdu; knowledge of additional regional languages will be an advantage.
• Willingness to serve at any company location across Pakistan.

Experience:

• 10+ years of relevant experience in Armed Forces.
• Preference is given to retired armed forces officer (Major) or equivalent.

Job Responsibilities:

• Ensure security of stations, terminals, pipelines, and related infrastructure within the assigned jurisdiction.
• Implement and enforce security policies, SOPs, and access control procedures.
• Develop and execute security and surveillance plans for operational sites.
• Supervise and manage security staff, including guards, supervisors, and line walkers.
• Monitor and protect pipeline Right of Way (ROW) to prevent encroachments, theft, or sabotage.
• Coordinate security arrangements for visits from senior management, government officials,
• and foreign personnel.
• Conduct security inspections, mock drills, and emergency response preparedness activities.
• Coordinate with government authorities, law enforcement agencies, and local administration.
• Monitor security incidents, report breaches, and recommend corrective actions to senior management.
• Ensure proper functioning and maintenance of security equipment and facilities.
• Oversee contractor security staff attendance, performance, and invoice verification.
• Maintain safety compliance and report security or environmental hazards.
• Utilize modern security systems and tools to strengthen physical security operations.
• Assist senior security management in operational planning, reporting, and decision-making.

Specific Skills:

• Staff Course qualified (PSC / LSC / ISC).
• Preference will be given to candidates from fighting arms, particularly Infantry.
• Proven operational and command experience during service.
• Strong leadership and command capabilities with a solid service record.
