Senior Budget Analyst

Job Description:

We are seeking an experienced Senior Budget Analyst to oversee and manage budget operations, ensuring expenditures remain within approved limits. This role involves financial analysis, expense tracking, grant management, and providing strategic recommendations to improve financial performance and processes.

Key Responsibilities:

  • Monitor and manage budgets to ensure compliance and prevent overspending
  • Analyze financial data and identify trends, risks, and cost-saving opportunities
  • Perform value-added analysis for operations, contracts, and new programs
  • Manage federal grant funds and prepare financial reports (e.g., OSCE 396)
  • Reconcile federal projects and submit monthly cash draws
  • Support grant application development and budget planning
  • Review reimbursement requests and approve financial transactions
  • Track onboarding/offboarding activities and maintain payroll projections
  • Work with PeopleSoft Financials and HR systems for reporting and analysis
  • Collaborate with internal and external stakeholders to meet financial needs

Required Qualifications:

  • Bachelor’s degree in Accounting, Finance, Economics, Public Administration, or related field
  • 8+ years of experience in budgeting, financial analysis, or accounting
  • Strong knowledge of budgeting principles, financial systems, and accounting practices
  • Experience analyzing financial data, identifying inefficiencies, and recommending solutions
  • Knowledge of state and federal tax laws, rules, and regulations
  • Proficiency in Microsoft Office (Excel, Word, etc.)
  • Strong analytical, problem-solving, and communication skills

Preferred Qualifications:

  • Master’s degree in a related field
  • Certifications such as CPA, CGFM, or CBA
  • Experience with PeopleSoft or similar ERP systems
  • Knowledge of advanced statistical analysis techniques

Additional Skills:

  • Ability to work independently and manage multiple priorities
  • Strong attention to detail and decision-making skills
  • Ability to communicate complex financial data to stakeholders
  • Experience in government or public sector environments is a plus
