The Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery.

DHSEM also coordinates with state and local law enforcement, as well as federal partners like the FBI and the U.S. Department of Homeland Security, to obtain, analyze, and distribute intelligence on possible threats to public safety. Additionally, our department facilitates and distributes tens of millions of dollars in federal grants to New Mexico communities every year. DHSEM also works closely with customs and border officials to secure our nation's borders.
Why does the job exist?

This Senior Budget Analyst position exists to support the effective development, coordination, and oversight of the agency's budget and financial operations. It plays a key role in preparing the annual Appropriation Requests and Operating Budgets in collaboration with Leadership and the Finance Bureau Chief. This position ensures accurate and timely submission of budget documents through the Budget Management System and assists in maintaining the accuracy of budget adjustments throughout the fiscal year. It also prepares various budget-related forms, provides monthly budget projections for grants and special funds, and reconciles expenditures to budget to ensure fiscal integrity. Additionally, the position tracks budget activity, enters journal entries, and compiles financial information for internal and external reporting needs.
How does it get done?

The Senior Budget Analyst role supports the full budget cycle by helping develop the annual budget, preparing submissions, and creating presentations for leadership and oversight agencies. It monitors spending throughout the year, processes budget adjustments, and ensures all actions follow state laws, policies, and internal controls. The position conducts financial analysis by preparing monthly projections, financial performance reports, and audit-supporting documentation. It also ensures compliance with budget statutes, prepares impact reports, and responds to inquiries from auditors, lawmakers, and oversight groups. Additionally, the role maintains accurate financial data in SHARE, assists with resolving budget issues, provides staff training, and communicates financial information clearly to leadership and external partners.

Minimum Qualification

Bachelor's degree in Accounting, Finance, Business Administration, or related field and one (1) year of experience performing budget preparation, financial document preparation and management, policy/program analysis, budget monitoring, governmental accounting, and/or federal grant reporting. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements

Employment is subject to background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions

Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Situations may warrant work in disaster field office(s) or a mobile operations center. Subject to recall during disasters and other emergencies. Work on weekends, holidays and shift work may be required during emergencies and/or disaster situations or as business requires. State travel required.
