Job Summary:
The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a Senior Business Analysis Manager with the Rehabilitation Services Administration (RSA), Information Technology (IT) Unit. This position provides leadership and guidance to the Business Analysis Manager, new management acquired, and several contractors supporting the acquisition of new technologies and establishing and building interfaces to exchange data. This position works with other Information Technology (IT) leaders who are inside and outside the DERS to develop, maintain, and troubleshoots system issues and responsible for ensuring the coordination of requested and required development, maintenance, and modification to the Rehabilitation Services Administration (RSA) programs.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:
- Supervise and oversee the Business Analysis Manager, other management, and contractors to prioritize and oversee RSA applications supported by the DERS IT Section.
- Provide leadership to IT Managers, Program Administrators/Managers, and work with external entities and 3rd party vendors to support RSA applications.
- Review performance and progress of projects. Report to executive program leadership on the status.
- Manage large, complex technical or business support or production team, as needed.
- Support RSA's key business processes and applications.
- Recommend business redesign if warranted.
- Adapt departmental/administration plans and priorities to address resource and operational challenges; identify required resources and is accountable for the effective use of resources; prepare and deliver informative presentations and project status reviews to process owners, customers, and other stakeholders.
- Perform data analysis, reporting, and business requirement gathering for complex projects; analyze and evaluate system problems and make recommendations for solutions and options; implement appropriate solutions; write, review, and approve application systems development methodology deliverables; make decisions guided by policies, procedures, and business plans; received guidance from a senior manager.
- Develop and execute comprehensive system test plans, conditions, test scripts, and test cases; implement modifications made to systems and coordinate with the technical support, security, and Division of Technology Services (DTS) staff.
- Provide professional and technical expertise and guidance to users, colleagues, employees, customers, and other stakeholders; coordinates the testing and implementation of new or upgrades to existing Assisted Technology used in the department.
- Attend and participate in various department, division, administration, and stakeholder meetings, seminars, and conferences.
- Other duties as assigned, as related to the position.
Knowledge, Skills & Abilities (KSAs):
- Extensive working knowledge of methodologies and techniques for systems analysis and design, business process modeling, requirements gathering/elicitation, testing practices, quality assurance, and software development.
- Knowledge of application of program development practices and techniques, database and other file structures, hardware configuration, operating systems, and equipment capabilities.
- Good working knowledge of the organization's rules, regulations, policies, procedures, and associated federal regulations for programs administered in the RSA.
- Proficient analytical skills to evaluate information gathered from multiple sources, consolidate details, and extract to functional requirements.
- Advanced skills in interpreting and understanding program policies and procedures.
- Advanced skills to develop and write technical documentation.
- Ability to interact with all levels of the organization and ability to communicate with technical and non-technical partners.
- Ability to analyze business needs of the agency.
- Ability to make appropriate recommendations for automated solutions to business needs.
- Ability to present proposed/recommended solutions to various audiences orally and in writing.
Selective Preference(s):
The ideal candidate for this position will have:
- Related experience performing business/systems analysis, data analysis, and/or application system testing.
- 5 years of supervisory experience and 2 years of experience in leading projects. PMI, BABoK, Scrum Master, Lean Six Sigma certifications
- Knowledge of Rehabilitation Services Programs is a plus.
- Qualifying experience may substitute for a Bachelor's degree.
Pre-Employment Requirements:
- Bachelor's degree and/or 8 years of related business analysis experience and 3 or more years of supervisor/management experience
(or equivalent experience).
- Candidate shall have or meet the requirements to obtain prior to their first day of employment, a valid Level One Arizona fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
- All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
- Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11).
