About the Role

Digital Charter is seeking a Senior Business Analyst to support the development and enhancement of an examiner workflow tool — a modern replacement of a legacy system built on AWS cloud services. This role is responsible for capturing requirements, writing and updating user stories, and ensuring a shared understanding of desired outcomes between the product owner, development team, and key stakeholders. The Senior Business Analyst will also support Agile ceremonies and contribute to the continuous improvement and maintenance of the platform.

Requirements

Key Responsibilities

Elicit, analyze, specify, verify, write, and manage business and system requirements for web-based UI and data-driven applications

Create and maintain well-defined user stories with clear acceptance criteria, prioritization, and estimation

Collaborate closely with product owners and development teams to ensure a shared understanding of desired outcomes

Facilitate and support Agile ceremonies including backlog refinement sessions, sprint planning, and PI planning

Assist with release management activities and coordination across teams

Support the development and enhancement of an AWS GovCloud-based examiner workflow tool

Serve as a bridge between business and technical teams to ensure requirements are accurately understood and implemented

Produce clear written documentation including requirements specifications, process flows, and meeting notes

Qualifications

Bachelor's Degree in Business, Computer Information Systems, Computer Science, or a relevant technical discipline

Minimum 10 years of experience leading projects or key business initiatives

At least 2 years of IT portfolio and customer relationship management experience

At least one of the following certifications or equivalent: PMP, PMI-ACP, PMI-PBA, SAFe, or CSM

Required Capabilities

Strong oral and written communication skills — writing samples may be requested

Experience working on AWS GovCloud UI application development projects

Direct experience eliciting, analyzing, and managing requirements for web-based UI and data-driven applications

Strong working knowledge of Agile frameworks including Scrum, Kanban, and SAFe

Proven experience writing user stories with clear acceptance criteria, prioritization, and estimation

Direct experience facilitating backlog refinement sessions and supporting release management and PI planning
