Position Overview
The Commonwealth of Pennsylvania (DOH) is seeking a Senior Business Analyst to support PDMP (Prescription Drug Monitoring Program) initiatives. This role focuses on requirements gathering, stakeholder coordination, and SDLC support, acting as a liaison between business and technical teams to deliver high-quality IT solutions.
Key Responsibilities
- Facilitate requirements gathering sessions and stakeholder workshops
- Translate business needs into business, functional, and user requirements
- Act as a liaison between technical teams and business stakeholders throughout the SDLC
- Develop documentation, workflows, and requirements traceability matrices
- Support testing efforts (UAT, test case creation, validation)
- Identify risks, issues, and ensure timely escalation
- Assist in training documentation and user training sessions
- Maintain project artifacts and documentation in SharePoint
Core Responsibilities
- Analyze business processes and identify opportunities for improvement
- Develop process flows, diagrams, and system specifications
- Perform quality assurance and ensure system usability and performance
- Support data analysis and reporting efforts
- Act as SME for PDMP system enhancements and issue resolution
- Collaborate with developers, testers, and DBAs to meet project objectives
Required Skills & Experience
- 7+ years of experience as a Business Analyst in IT environments
- Strong experience with:
- Requirements gathering and stakeholder management
- SDLC methodologies and business analysis practices (BABOK)
- Test planning, UAT, and QA processes
- Strong analytical, problem-solving, and communication skills
- Bachelor’s degree (or equivalent experience)
Preferred Qualifications
- IIBA Certification (CBAP/CCBA or similar)
- Experience working in government or healthcare projects
- Experience with process modeling and workflow documentation tools
