The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty-four (24) hours a week consistent with the agency's business needs.
The Commercial Resources Division currently is operating on a schedule allowing for up to 16-hours of telework after a probationary period. All new hires in the Commercial Resources Division must complete a 6-month probationary on-boarding and training period before becoming eligible for telework agreements.
As a valued State Land Office employee, you will receive a hiring bonus of forty (40) hours of leave at your start date to be used at any time. This is in addition to standard leave accrual for employees.
Why does the job exist?
The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. This position provides analytical support within the Commercial Resources Division. The Division is comprised of Business Leasing and Rights-of-Way bureaus, as well as an Office of Renewable Energy and an Economic Development Project unit. The Division engages in a broad array of leasing activities on approximately nine million acres of state trust land, which generates millions of dollars each year for public schools, universities and hospitals. The Commercial Analyst will be assigned to the Business Leasing bureau, however as part of the Division's cross-training initiative, the analyst will also assist with processing rights-of-way and right-of-entry permits. This position will also focus on lease compliance and financial accounting efforts.
How does it get done?
Under general supervision of the Division Director, through the Business Leasing Manager, the position performs research and analysis to recommend lease rates and provisions. Further, the selected candidate will sustain Division standards and expectations while working within the parameters of the policies and procedures established by the NM State Land Office. The position focuses on responsible revenue generation and responsive customer service by accurately processing applications, explaining internal procedures to applicants, and gathering, organizing and processing the needed documentation in a timely fashion. This position is responsible for the management of an assigned portfolio of business leases, and may be assigned rights-of-way, and right-of-entry permits. The analyst must evaluate and process multiple applications, and coordinate with applicants to acquire missing data, as necessary, to ensure accurate instruments are executed. Additionally, the analyst must accurately input required information into the Land Information Management System (LIMS) and work with other Land Office personnel to ensure proper processing of applications and preparation of various instruments in compliance with Land Office policies and procedures. This position will perform lease audits and reviews to examine and validate outstanding invoices, including performing technical research of internal data sources, work with lessees to resolve validated outstanding invoices and statements, and may conduct or assist in audits of individual accounts.

Minimum Qualification
Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License.
Working Conditions
Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. Some travel may be required.
