We are looking for three high caliber Senior Business Developers who combine classic BD hustle with the technical depth to win government tenders. This dual track role requires professionals who can prospect and close private sector clients while simultaneously navigating Saudi Arabia's government procurement ecosystem - preparing competitive technical and financial proposals that meet tender requirements from end to end. Key Responsibilities
- Identify, pursue, and close new business opportunities across corporate, financial, and government sectors.
- Build and manage a healthy pipeline through networking, referrals, cold outreach, RFP monitoring, and industry events.
- Develop tailored agency credentials presentations, capability decks, and pitching materials for prospective clients.
- Cultivate strategic relationships with marketing directors, procurement heads, and C suite decision makers.
- Lead end to end commercial negotiations and contract finalization with new and existing clients.
- Collaborate with creative, production, and account teams to accurately scope and price client engagements.
- Monitor government procurement portals (Etimad / Monafasat) and identify relevant tender opportunities aligned with agency capabilities.
- Lead the preparation of technically compliant and commercially competitive government tender submissions.
- Write, structure, and review Technical Proposals covering scope of work, methodology, team qualifications, and project timelines.
- Prepare and coordinate Financial Proposals including detailed cost breakdowns, pricing strategies, and BOQ documentation.
- Ensure all tender submissions fully comply with government procurement regulations, technical specifications, and submission deadlines.
- Coordinate with finance, legal, and operations teams to gather required documentation (CR, GOSI, Zakat certificates, ISO, etc.).
- Track submitted tenders, manage follow ups, and conduct post award debriefs to strengthen future submissions.
- Maintain an organized library of reusable tender content, templates, and company qualification documents.
Required Qualifications
- Bachelor's degree in Business Administration, Marketing, Communications, Engineering, or a related field.
- 3-5 years of experience in business development, with demonstrated exposure to both private sector sales and government tender processes.
- Hands on experience preparing technical and financial proposals for Saudi government entities.
- Working knowledge of Saudi government procurement platforms (Etimad / Monafasat).
- Strong command of Arabic and English - both for client communication and formal proposal writing.
- Solid understanding of tender documentation requirements: BOQ, scope writing, compliance checklists, and pricing structures.
- Excellent presentation, negotiation, and relationship management skills.
Preferred Qualifications
- Previous experience in an advertising, marketing, or creative agency environment.
- Familiarity with Vision 2030 initiative structures and government communication mandates.
- Established network within procurement or marketing departments of Saudi government entities or semi government organizations.
- Experience winning tenders with entities such as GACA, ACWA Power, or similar regulated sector clients.
- MBA or equivalent advanced degree.
- Proficiency in CRM tools and pipeline tracking systems.
