The Law Enforcement Records Bureau gathers, analyzes, and disseminates criminal justice data used by New Mexico law enforcement, criminal justice, corrections, courts, and civil agencies to ensure public safety. The bureau maintains complete and accurate records and responds to the needs of the public, law enforcement and criminal justice agencies providing support and customer engagement through our many applications, programs, and services to achieve the mission objectives.
Why does the job exist?

The position is the New Mexico liaison to law enforcement agencies regarding New Mexico Missing Person Clearinghouse (MPC), National Incident Based Reporting (NIBRS) and National Crime Information Center (NCIC) matters. The position is a first-line supervisor of a customer centric team that develops and trains law enforcement agencies, conducts Federal Bureau of Investigation (FBI) compliance audits, attends meetings on behalf of the Law Enforcement Records Bureau (LERB).

The position provides strategic direction, tactical analysis and promotes innovation as the leader of three (3) pivotal units: the MPC Unit, a central repository on missing persons utilized by all New Mexico law enforcement agencies; NIBRS Unit, an incident-based reporting system used by law enforcement agencies in the United States for collecting and reporting data on crimes; and, NCIC Unit, a computerized index of criminal justice information (i.e. criminal record history information, fugitives, stolen properties, missing persons, etc.). Is responsible for complex criminal history information, and highly confidential and sensitive personal data from multiple sources.
How does it get done?

Supervise the Missing Persons Clearinghouse, the statewide central repository used by all New Mexico law enforcement agencies for missing persons investigations.

Supervise the National Incident Based Reporting System (NIBRS) Unit, ensuring accurate collection, validation, and reporting of incident¿based crime data from participating law enforcement agencies.

Supervise the National Crime Information Center (NCIC) Unit, which maintains and updates computerized criminal justice records, including criminal histories, fugitives, stolen property, and missing persons entries.

Ensure the integrity, accuracy, and security of complex criminal history information and other highly confidential and sensitive personal data received from multiple internal and external sources.

Provide leadership, guidance, and quality control to staff responsible for data entry, verification, and compliance with state and federal reporting standards.

Minimum Qualification

Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.
Employment Requirements

Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.

In addition, the selected candidate must possess and maintain a valid driver's license and obtain a Defensive Driving Certificate from the State of New Mexico.
Working Conditions

Office setting, exposure to Visual Video Display terminal and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift and carry 30 lbs. Subject to a national fingerprint-based record checks prior to assignment. Continued employment is contingent upon remaining felony-free, per Section PS-3 Personnel Screening of the Criminal Justice Information Systems Security Policy. Travel required.
