Job Overview


The Senior Civil Engineer will work directly for the Client on the Wind Turbine Manufacturing Factory project in Duqm. The role focuses on client-side technical oversight and coordination of civil works executed by the General Contractor, parallel with an independent Controller / PMC company appointed by the Client.


Key Responsibilities


  • Act as the Client’s on-site civil engineering and site management representative for all civil works

  • Provide day-to-day site supervision and oversight of the General Contractor’s civil activities from a client-side perspective.

  • Review and comment on civil designs, shop drawings, method statements, and material submittals

  • Review, comment, and follow up on civil designs, shop drawings, method statements, and material submittals to ensure compliance with project requirements.

  • Monitor construction progress, workmanship, and sequencing to ensure alignment with approved documents, IFC drawings, specifications, and project schedule.

  • Coordinate closely with the appointed Controller / PMC company to align inspections, site observations, non-conformities, and technical assessments, avoiding duplication of roles while ensuring full client visibility.


Oversee and monitor execution of all civil works, including but not limited to: Earthworks, grading, compaction, and site preparation


Foundations, including heavy equipment, production lines, and wind turbine manufacturing machinery foundations


Structural and non-structural concrete works


Steel structures from a civil interface perspective


Roads, pavements, hardstand areas, and drainage systems


Industrial buildings and auxiliary facilities


  • Monitor and promote implementation of the approved Quality Management Plan (QMP) on site.

  • Witness inspections, testing, and quality control activities from a Client perspective, including material testing, concrete pours, reinforcement inspections, and foundation works.

  • Review inspection requests (IRs), test results, method statements, and quality records to ensure compliance with project requirements.

  • Identify quality issues, non-conformities, and deviations; ensure proper documentation, root cause analysis, and corrective actions are implemented by the General Contractor.

  • Review and comment on as-built drawings, test certificates, and handover documentation prior to submission to the Client.

  • Promote and monitor compliance with site HSE requirements, Client HSE standards, and applicable local regulations.

  • Observe site activities to identify unsafe practices, potential hazards, and HSE non-compliances.

  • Ensure that the General Contractor and subcontractors implement approved HSE plans, risk assessments, and method statements.

  • Participate in site safety meetings, toolbox talks (as required), and HSE walks from a client oversight perspective.

  • Monitor and assess the performance of civil subcontractors engaged by the General Contractor.


If necessary, prepare clear, structured, and professional site reports for Client management, covering: Construction progress


Quality and HSE observations


Key technical issues and risks


Non-conformities and corrective actions


Participate in technical, coordination, and progress meetings with Client management, Controller / PMC company, and General Contractor.


Provide timely and accurate feedback to the Client to support informed decision-making at project level.


Requirements

Qualifications & Experience


  • Bachelor’s degree in civil engineering

  • 10+ years of experience in industrial and/or infrastructure projects

  • Experience working in a client-side or Consultant role

  • Strong background in overseeing General Contractor civil works

  • Experience coordinating with PMC / Controller companies

  • Prior experience in Oman or GCC countries is an advantage


Technical Skills


  • Earthworks and foundation engineering

  • Experience in reinforced concrete and structural works

  • Experience in industrial buildings and heavy equipment foundations

  • Experience in road construction, and infrastructure

  • Good knowledge of quality control and inspection procedures

  • Interpretation of specifications, IFC drawings, and schedules

  • AutoCAD and civil documentation systems (EDMS)
