Responsibilities


  • Lead the review and analysis of Cost Managment related RFPs to determine project requirements, resources, and fee structures for both pre- and post-contract services.
  • Oversee the preparation and delivery of pre-contract cost management outputs including Cost Plans, Pre-Tender Estimates (PTEs), and value engineering studies.
  • Develop and implement procurement strategies and plans to support timely and cost-effective project delivery.
  • Manage the preparation, evaluation, and negotiation of RFPs, procurement packages, and contracts, ensuring compliance with Saudi law and international best practices (FIDIC, RICS).
  • Provide strategic commercial advice to clients on budgets, procurement models, and risk allocation throughout project lifecycles.
  • Monitor project commitments against budgets, ensuring commercial risks are identified, reported, and mitigated.
  • Collaborate closely with project managers, design managers, and QS teams to integrate cost, commercial, and procurement functions.
  • Mentor and develop junior cost and commercial team members, fostering a culture of excellence.
  • Prepare and present commercial reports and recommendations for clients and HAJ Gulf management.



Qualifications


  • Bachelor’s degree in Quantity Surveying, Engineering, or a related discipline.
  • Professional accreditation preferred (e.g., MRICS, MCIOB, or equivalent).
  • Minimum 15 years’ experience in cost consultancy, commercial management, and procurement, ideally within a PMC/CM or consultancy.
  • Minimum 5 years' experience working in the Kingdom of Saudi Arabia.
  • Hands-on experience with both pre- and post-contract phases of major infrastructure, mixed-use and hospitality projects.
  • Strong knowledge of Saudi procurement regulations, construction costs, contracts, and compliance standards.
  • Demonstrated ability to lead negotiations, manage stakeholders, and deliver commercial strategies on major projects.
