Responsibilities

Lead the review and analysis of Cost Managment related RFPs to determine project requirements, resources, and fee structures for both pre- and post-contract services.

Oversee the preparation and delivery of pre-contract cost management outputs including Cost Plans, Pre-Tender Estimates (PTEs), and value engineering studies.

Develop and implement procurement strategies and plans to support timely and cost-effective project delivery.

Manage the preparation, evaluation, and negotiation of RFPs, procurement packages, and contracts, ensuring compliance with Saudi law and international best practices (FIDIC, RICS).

Provide strategic commercial advice to clients on budgets, procurement models, and risk allocation throughout project lifecycles.

Monitor project commitments against budgets, ensuring commercial risks are identified, reported, and mitigated.

Collaborate closely with project managers, design managers, and QS teams to integrate cost, commercial, and procurement functions.

Mentor and develop junior cost and commercial team members, fostering a culture of excellence.

Prepare and present commercial reports and recommendations for clients and HAJ Gulf management.
Qualifications
-
Bachelor’s degree in Quantity Surveying, Engineering, or a related discipline.

Professional accreditation preferred (e.g., MRICS, MCIOB, or equivalent).

Minimum 15 years’ experience in cost consultancy, commercial management, and procurement, ideally within a PMC/CM or consultancy.

Minimum 5 years' experience working in the Kingdom of Saudi Arabia.

Hands-on experience with both pre- and post-contract phases
of major infrastructure, mixed-use and hospitality projects.

Strong knowledge of Saudi procurement regulations, construction costs, contracts, and compliance standards.

Demonstrated ability to lead negotiations, manage stakeholders, and deliver commercial strategies on major projects.
