General Description of Role and Responsibilities

Administer construction and consultancy contracts during the supervision phase in accordance with the Conditions of Contract and approved project procedures.

Provide contractual support and advice to the Resident Engineer and Contracts Director on matters arising from site activities.

Review contractor submissions, notices, and correspondence and prepare draft contractual responses and recommendations.

Prepare, issue, and maintain contractual documentation including Engineer’s Instructions, Variation Orders, notices, and registers.

Assist in the evaluation of variations, claims, and extension of time submissions in accordance with contractual provisions.

Coordinate with site supervision, quantity surveying, planning, and project controls teams to ensure proper contractual implementation.

Attend progress, commercial, and contractual meetings; assist in the preparation of agendas, minutes, and follow-up actions.

Monitor contractor compliance with contractual obligations, including insurances, bonds, warranties, and guarantees.

Support the contractual review of interim payment applications and change management processes.

Contribute to the preparation of monthly progress and commercial reports.

Maintain accurate records and ensure proper filing of all contractual documentation.

Ensure compliance with Hill International’s Quality, Health, Safety, Environmental, and Occupational Health policies and procedures.

Perform such other duties as may be assigned by the Senior Director or Resident Engineer.
Qualifications, Experience, Knowledge and Skills:

Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, Law, or equivalent discipline.

Typically 10–15 years’ experience in contract administration and commercial management on construction supervision or PMC projects.

Demonstrated experience working on building or residential/villa projects within the Middle East region is preferred.

Strong working knowledge of FIDIC forms of contract and contract administration procedures.

Experience in managing contractual correspondence, variations, claims support, and change management processes during construction stage.

Familiarity with site supervision practices, Engineer’s Instructions, and construction contract compliance requirements.

Professional membership (RICS, CIOB, or equivalent) is desirable.

Strong analytical, organizational, and documentation skills with attention to detail.

Excellent written and verbal communication skills in English; Arabic is an advantage.

Proficient in MS Office and document/contract management systems.

Ability to work effectively within a multidisciplinary site supervision environment
