Senior Contracts Manager – Public Sector
Lenovo is seeking a highly skilled Senior Contracts Manager to support our Public Sector business across Federal, State & Local Government, and Education markets. This role requires a strategic, detail‑oriented professional capable of navigating complex regulatory frameworks, mitigating contractual risk, and providing expert guidance throughout the government contracting lifecycle. The ideal candidate will have deep knowledge of public sector procurement rules, strong analytical capabilities, and the ability to partner closely with Sales, Legal, Pricing, and Proposal teams to ensure compliant and competitive outcomes.
The Senior Contracts Manager is responsible for overseeing all pre‑award and post‑award contracting activities, ensuring full compliance with federal and state regulations, contract terms, and organizational policies. This role serves as the primary point of contact for Public Sector contract administration, risk evaluation, strategic term negotiation, performance monitoring, regulatory compliance, and documentation control. The position requires extensive collaboration with cross‑functional teams—including Sales, Pricing, Finance, Legal, Operations, Program Management, and Compliance—to ensure accuracy, audit readiness, and successful contract execution.
Key Responsibilities
Pre‑Award & Strategic Support

Conduct comprehensive reviews of federal, state, and education solicitations to ensure proper risk mitigation and regulatory compliance.

Provide strategic guidance to Sales, Pricing, and Proposals teams on contract terms, regulatory requirements, and risk positioning.

Negotiate terms and conditions and develop mitigation strategies for non‑negotiable risks.

Research and analyze governing laws and regulations, including FAR, DFARS, and applicable federal supplements.

Serve as subject matter expert on GSA Schedule contracts, SEWP, and other Public Sector contracting vehicles.
Post‑Award Contract Administration

Independently manage a large portfolio of Public Sector contracts across Federal, SLG, K‑12, and Higher Education markets.

Serve as the primary point of contact for all post‑award contractual matters.

Prepare and process contract modifications, extensions, vendor forms, and administrative updates.

Track key contract milestones including deliverables, renewals, pricing adjustments, option years, and expiration dates.

Issue formal notices as required (e.g., pricing updates, renewals, terminations, performance notifications).

Validate that pricing, discounts, rates, and escalation structures comply with contractual terms.

Ensure all pricing updates follow required notice periods, escalation caps, and contract restrictions.

Manage fee and rebate payment obligations to ensure accurate and timely execution.
Compliance, Risk & Audit Oversight

Ensure ongoing compliance with contractual obligations, federal and state regulations, and customer procurement policies.

Monitor cybersecurity, data protection, and federal security requirements, including NIST, FIPS, and related standards.

Conduct periodic contract compliance reviews to ensure operational accuracy and audit readiness.

Support internal and external audits by preparing documentation and responding to inquiries.

Maintain accurate contract databases, dashboards, and reporting tools.

Analyze trends to identify efficiency improvements and risk‑prevention opportunities.
Required Qualifications

Bachelor’s degree in Business, Law, Public Administration, or related field.

5+ years of experience in government contract management, procurement, or public sector negotiations.
Preferred Qualifications

Strong understanding of FAR/DFARS, government procurement processes, and public sector contracting requirements.

Experience managing Federal and State/Local/Education contracts and contract vehicles (e.g., GSA, SEWP).

Excellent communication, negotiation, and stakeholder management skills.

Proficiency with Microsoft Office Suite and contract management systems.

Advanced degree (JD, MBA, MPA) or equivalent experience.

Knowledge of pricing compliance, escalation structures, and audit requirements.

Familiarity with cybersecurity and data protection standards applicable to federal procurement.

Ability to manage multiple priorities in a fast‑paced, highly regulated environment.
