Senior Cost Control Engineer Manager

Job Title: Senior Cost Control Manager

Location: Dubai, UAE

Employment Type: Full-Time

Key Responsibilities:

  • Develop, implement, and maintain robust cost control systems, procedures, and policies.
  • Establish material and manpower budgets, cost baselines, and control budgets in collaboration with the top management.
  • Prepare accurate cost forecasts, including Estimate at Completion (EAC), and analyze variances against the budget and forecast both for manpower and material.
  • Lead the financial forecasting process, providing long-range outlooks and scenario analysis for senior leadership.
  • Generate detailed and timely cost reports, dashboards, and presentations for project teams, department heads, and executive management.
  • Perform in-depth variance analysis to explain differences between actual costs, committed costs, and the budget.
  • Analyze trends, identify potential cost overruns or savings opportunities, and recommend corrective actions.
  • Monitor cash flow projections and report on project profitability.
  • Proactively identify, assess, and quantify potential cost risks and opportunities.
  • Manage the change control process, evaluating the cost impact of change orders and variations.
  • Ensure all changes are properly documented, approved, and reflected in the cost reporting.
  • Lead, mentor, and develop a team of cost controllers and analysts.
  • Serve as the primary cost control expert and advisor to Project Managers, Directors, and management.
  • Collaborate closely with Project Management, Engineering, Procurement, and Finance departments to ensure alignment on cost objectives.
  • Conduct regular cost review meetings and present findings to stakeholders.
  • Leverage and optimize cost management software (e.g., Oracle, MS Project and etc.).
  • Continuously improve cost control processes, tools, and templates to enhance accuracy and efficiency.
  • Ensure compliance with internal controls and audit requirements.

Requirements:

  • Master’s degree in Engineering or a related field.
  • Minimum of 15 years of progressive experience in cost control, cost engineering, or project controls in highrise buildings.
  • Preferred Earned Value Professional (EVP)
  • In-depth knowledge of Earned Value Management (EVM) methodology
