Senior Cost Engineer

Our newest opportunity is for a talented Senior Quantity Surveyor Manager to join our client in Jeddah.

This position is responsible for implementing cost controls and financial control procedures as outlined in the construction contracts. Other responsibilities will include; measure and assess the client’s variations to the construction works and contractor’s claims for changes, evaluate contractor’s monthly interim payment applications and identify areas of concern and assess their potential impact upon the project budget.

Our newest opportunity is for a talented Senior Cost Engineer to join our team based in Jeddah, Saudi Arabia.

We envisage success in this role to include;
  • Prepare and present detailed budget estimates utilizing benchmarked data, ensuring adherence to value engineering principles and risk management best practices.
  • Establish and update a comprehensive benchmarking database to track costs and performance metrics at both regional and international levels.
  • Actively facilitate and contribute to Value Engineering workshops, identifying and recommending economic solutions that align with project goals.
  • Attend and contribute to cost meetings, providing expert advice on construction costs and related commercial issues to stakeholders.
  • Conduct regular site visits to familiarize with project conditions, assess work progress, and provide actionable recommendations based on site characteristics.
  • Review project designs and initiate timely cost planning processes, ensuring alignment with project scope and budget.
  • Lead efforts in continuous improvement by employing cost engineering techniques to identify inefficiencies and implement cost optimization measures.
  • Monitor and analyze economic trends, assessing their impact on project costs and identifying associated risks.
  • Ensure the application of standardized and professional cost engineering management processes and practices across all projects.
  • Collaborate with project teams to develop accurate forecasts of project costs, identifying potential cost-saving opportunities and value engineering options.
  • Review and assess Change Notices and Claims, providing recommendations and evaluations to support effective cost management.
  • Define and gather essential cost-related information from contractors and suppliers for all contracts within the project program.
  • Review and verify contractor payment applications and invoices, assisting in their submission for financial control and approval.
  • Monitor, prepare, and report on cash flow forecasts in alignment with project schedules, ensuring accuracy and timeliness.
  • Build and maintain effective relationships with internal stakeholders, management, contractors, and suppliers to ensure the integrity of cost and estimation processes.

Qualifications:
To be successful in this dynamic opportunity, we envision that your career journey to date will include 12 years of work experience partnered with a Bachelor's degree in engineering or equivalent.

Other selection criteria:
  • 12–15 years of relevant experience in cost engineering, cost control, or quantity surveying
  • Proven PMC / consultancy experience on large-scale developments
  • Strong background in villa, housing, or residential projects (experience on NHC or similar programs is highly preferred)
  • Bachelor’s degree in Engineering, Quantity Surveying, or a related field
  • Strong knowledge of cost control systems, budgeting, and forecasting
  • Experience in contract administration (FIDIC preferred)
  • Proficiency in cost management software and advanced Excel skills
  • Strong analytical thinking and problem-solving abilities
  • Excellent communication and stakeholder management skills
  • Arabic speaker (preferred / required based on project needs)
  • Prior experience working in Saudi Arabia, preferably in Jeddah
  • Professional certifications such as MRICS, CCP, or PMP are an advantage
