The Senior Cost Manager will lead the cost management function, providing strategic guidance, cost planning, estimation, monitoring, and reporting. The role requires extensive experience in large-scale land development or infrastructure projects, strong analytical skills, and the ability to manage cost-related risks.

The project involves extensive land development, including civil infrastructure, utilities, and urban facilities. The Senior Cost Manager will oversee all cost management activities, ensuring accurate budgeting, cost control, and financial performance of the project.


  • Lead and manage all project cost management activities, including budgeting, forecasting, and cost control.
  • Review and monitor of Program level costs, cash flows, and expenditures
  • Program level budgeting, financial forecasting, and financial performance monitoring in line with procurement and packaging strategies to achieve program objectives
  • Preparation of monthly Commercial financial reports
  • Lead preparation of cost estimations
  • Prepare detailed cost estimates, tender evaluations, and value engineering assessments.
  • Monitor project expenditure, track deviations, and recommend corrective actions.
  • Collaborate with project management, design, procurement, and commercial teams to ensure accurate cost planning and reporting.
  • Identify and manage cost-related risks and opportunities throughout the project lifecycle.
  • Prepare regular cost reports, dashboards, and executive summaries for senior management and clients.
  • Support contract negotiations, claims analysis, and financial assessments.
  • Mentor and guide junior cost engineers and team members.

  • Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, or related field; Master’s preferred.
  • 15+ years of experience in cost management, estimation, and financial control for large-scale land development or infrastructure projects.
  • Proven experience in GCC countries, preferably Saudi Arabia.
  • Strong knowledge of cost management practices, construction contracts, and financial reporting.
  • Proficiency in cost management software and tools (Primavera P6, SAP, Excel, or equivalent).
  • Excellent analytical, problem-solving, and stakeholder management skills.
