School Budget Bureau Responsibilities:
Review, analyze, and approve all school district and charter school operating budgets.
Calculate and monitor the distribution and use of over $4.1 billion in State Equalization Guarantee (SEG) funding.
Collect and analyze projected and actual student membership.
Collect and analyze information related to Teacher Cost Index and licensed employees certified through the National Board for Professional Teaching Standards.
On a quarterly basis, review school district and charter school actual revenues, expenditures, and cash reports.
Review Emergency Supplemental Awards and Out-of-State Tuition Awards.
School district or charter school Board of Finance suspensions.
Provides technical support and training for school district and charter school business personnel.
Helps develop the public-school support appropriation recommendation in relation to SEG.

Updating of the NM UCoA in OBMS
Calculating Rural Population Index for SEG purposes

Updating PED email lists for Superintendents/Charter Representatives and School Business Officials.
Creating Bond Certification Certificates to issue GO Bonds or ETNs and other miscellaneous tasks.
Why does the job exist?

This position supports statewide school finance reporting and transparency by turning complex data into accurate, easy-to-use finance products. The role helps ensure high-quality data for accreditation/accountability and equity work (including Martinez-Yazzie), maintains school-level funded run views and dashboards, and supports consistent reporting through UCoA crosswalk and validation checks. The position also manages a small LEA portfolio focused on data follow-up and resolving reporting discrepancies.
How does it get done?

Build and maintain school-level funded run outputs and dashboards used for transparency, accreditation support, and cross-bureau planning. Reconcile source data and complete repeatable validation/data integrity checks; document methods and assumptions. Support required federal/state reporting deliverables by compiling, validating, and preparing supporting workpapers/datasets.Produce equity and program expenditure analyses (e.g., at-risk, English learner, gifted, special education) to support accountability and decision-making. Support annual processes that rely on projections and verification (e.g., mill levy setting support and English Learner calculation support), as assigned. Maintain and improve UCoA crosswalks (including federal alignment) and help identify invalid/impermissible coding combinations for correction and validation rules. Respond to internal/external data requests (including IPRA support) by preparing responsive datasets and clear documentation. Maintain a small LEA portfolio to follow up on data issues, support timely corrections, and escalate complex concerns to the supervisor.

PED Finance and Operations leadership, the School Budget Bureau and partner bureaus that rely on finance datasets for reporting and accreditation/accountability needs, New Mexico districts and charter schools (through data verification and follow-up), and external stakeholders who rely on accurate statewide finance information (e.g., auditors, LFC/Legislature, and the public through reporting and data requests).
Ideal Candidate

PED Finance and Operations leadership, the School Budget Bureau and partner bureaus that rely on finance datasets for reporting and accreditation/accountability needs, New Mexico districts and charter schools (through data verification and follow-up), and external stakeholders who rely on accurate statewide finance information (e.g., auditors, LFC/Legislature, and the public through reporting and data requests).
Minimum Qualification

Bachelor's degree and two (2) years of experience directly related to the position in research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management, and/or systems analysis or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
