Purpose of Role:

Under general supervision, the Senior Data and Research Analyst will develop, program, implement, and manage data for the Provider Services Department to track and measure performance and evaluate program outcomes, ensuring efficiency and compliance with criteria set by CDA policies and procedures.

This role is primarily engaged in work that is intellectual or creative and requires the exercise of discretion and independent judgment. This role is highly skilled and proficient in the theoretical and practical application of highly specialized information to computer systems analysis, programming and software engineering.

Summary of Responsibilities:

  • Lead projects and conduct data analysis, providing technical guidance; communicating with management and stakeholders to design projects and disseminate results.
  • Collaborate and consult with supervisors, management and other staff within or outside the organization to solicit, define, and lead complex data analysis projects, from conception through implementation.
  • Lead the discovery process with stakeholders to document business problems and to frame objectives to ensure that the correct research questions are defined, and the appropriate analytical methods are applied.
  • Design, program, and implement user-friendly solutions for data entry, manipulation, and analysis of data housed in various databases.
  • Provide oversight, leadership, and technical guidance to multidisciplinary teams in the collection and/or analysis of data.
  • Find extracts and interprets data meanings in data for trends, solutions, improvements, efficiencies, and understanding community needs.
  • Build dashboards and reports to visualize data statistics.
  • Collect, analyze, and manage databases to develop, monitor, and improve outcome-based performance measures that support evidence-based, data-driven decision-making.
  • Advise staff on data analysis, meanings, trends for data analysis functions.
  • Develop, review, and recommend approval of proposals for data analysis projects.
  • Develop, review, and recommend approval of proposals for the selection and improvement of data analysis tools.
  • Lead team discussions to identify creative approaches to develop project proposals or to make improvements to existing projects.
  • Create procedures for effective management of the data; create and maintain innovative tracking systems as required.
  • Diagnose and resolve coding and database-related issues through data analysis and collaborating with cross-functional teams as needed.
  • Develop automation scripts for streamlined database maintenance and reporting.
  • Maintain backup and recovery procedures to ensure data integrity.
  • Maintain comprehensive database documentation and standards for consistent practices.
  • Train users on the use of custom databases and front-end solutions.
  • Assist in resolving production and application issues related to database management.
  • May be required to perform Data and Research Analyst functions.
  • Participate in monthly meetings with the Senior Information Technology Manager for routine updates, discussions, and decisions

Performance Measurement

  • Develop a deep knowledge of the organization’s business functions to develop key performance metrics.
  • Oversee the application of descriptive statistics to the organization’s data to operationalize performance metrics to assess the efficiency of the program’s operations.
  • Review, approve, and oversee the development of dashboards to visualize and track performance metrics.
  • Oversee the monitoring and analysis of data quality to ensure accurate estimation and reporting of performance measures.
  • Approve and oversee the creation of performance reports.
  • Review recommendations on and approve improvement to data collection to improve performance measures.

Program Evaluation

  • Engage subject matter experts and other stakeholders to develop a deep insight into the program being evaluated.
  • Lead the development of and approve plans for program evaluations using the most appropriate methodology for the available data, nature of the program, and type of evaluation (process/implementation, outcome/causal, etc.).
  • During the study design phase, develop plans for the cleaning, transformation, and analysis of data, and subsequently oversee the implementation of these tasks, and ensure that they adhere to the pre-established plans.
  • Ensure that evaluation results are accurately reflected in the tables and graphs produced by the evaluation team.
  • Implement and maintain database security measures, including user access controls and authentication mechanisms.

Additional Duties and Responsibilities

  • Attend on-site and off-site learning opportunities, workshops, conferences, staff meetings, and training sessions.
  • Provide general desktop IT support as needed.
  • Perform any additional duties as assigned.

Minimum Education, Experience & Requirements

Education, training, and/or experience that demonstrate possession of the knowledge, skills and abilities listed above. A bachelor's degree in computer science, information systems management, mathematics, data analytics, business management or equivalent; and two (2) years of full-time professional level experience performing data analysis and research activities to support program, policy, and/or operational decision-making; OR, six (6) years of full-time professional level experience performing data analysis and research activities to support program, policy, and/or operational decision-making. A master's degree may substitute for one (1) year of the required experience; OR, additional years of experience as described above may be substituted for the education requirement on a year-for-year basis.

Proficient knowledge of several programming languages for desktop and web development such as HTML, CSS, JavaScript, PHP, VB.net, VBA and SQL. Advanced proficiency in Microsoft Office applications, (including Word, Excel, PowerPoint, and Outlook), DocuSign, Adobe Acrobat Visio, and Survey Monkey.

Proficiency in accurately calculating mathematical equations and formulas; ability to maintain composure and work effectively under pressure. Proficient project management and lead multidisciplinary data analysis teams; engage and collaborate with staff in other areas of the organization and with external partners; oversee the application of statistical and analytical tools; review and approve the most appropriate methodologies and tools to solve a problem.

Excellent oral and written communication skills. Train and advise other analysts on the use of software.

Work Schedule: Full-time, Monday – Friday, 40 hours per week, typically 8:30 AM to 5:00 PM. However, may require evening and weekend hours based on the needs of the program.
