Description/Job Summary
Lindahl Reed is seeking an experienced federal financial analyst to orchestrate the fiscal performance of projects through the implementation of rigorous financial management and internal controls. This role ensures that all financial reporting and cost-accounting deliverables are accurate and compliant with the task order schedule. The specialist utilizes quantitative skills to mitigate financial risks, resolve funding variances, and develop cost modeling and forecasting solutions. Responsibilities include developing expenditure plans, detailed budgets, and project cost estimates. They provide the team with strategic guidance on procurement, audit readiness, and regulatory compliance.
Position Responsibilities
Financial Planning and Analysis
  • Develop, analyze, and maintain complex financial models supporting federal program budgets and forecasts
  • Conduct variance analysis, trend analysis, and cost-benefit assessments to inform decision-making
  • Support formulation and execution of multi-year budgets in alignment with federal appropriations
Budget Execution and Monitoring
  • Track obligations, expenditures, and burn rates against approved funding levels
  • Ensure proper allocation and use of funds in accordance with federal guidelines (e.g., OMB Circulars, GAO standards)
  • Provide recommendations to reprogram or realign funds as necessary
Regulatory Compliance and Reporting
  • Ensure compliance with federal financial management regulations (e.g., FFMIA, OMB A-11, A-123)
  • Prepare and review financial reports, including SF-133, budget justifications, and audit support documentation
  • Support internal and external audits by providing accurate financial data and analysis
Stakeholder Support
  • Collaborate with program managers, contracting officers, and finance teams across agencies
  • Translate complex financial data into actionable insights for non-financial stakeholders
  • Provide briefings and presentations to senior leadership
Process Improvement
  • Identify and implement enhancements to financial processes, reporting systems, and internal controls
  • Support modernization initiatives (e.g., financial systems, data analytics tools)
  • Promote best practices in federal financial management
Qualifications, Skills and Experience
  • Bachelor’s degree in finance, accounting, economics, or related field
  • Minimum of 10 years of experience in financial analysis, with significant support to federal agencies
  • Strong knowledge of federal budgeting processes, appropriations law, and fiscal policy
  • Experience with federal financial systems (e.g., Oracle Federal Financials, SAP, Momentum, or similar)
  • Proficiency in advanced Excel, financial modeling, and data analysis tools
  • Must have experience supporting DoW, DOC, or DHS
Preferred Qualifications
  • Master’s degree (MBA, MPA, or related discipline)
  • Professional certifications such as CPA, CGFM, or CFA
  • Familiarity with data visualization tools (e.g., Power BI, Tableau)
