Senior Funding and Control Manager Marketing Statement:

Metro seeks a strong dynamic Senior Funding and Control Manager to lead the transformation of Funds and Grants Management business processes as the organization transitions to a modern Enterprise Resource Planning (ERP) system. This role sits within the Management and Budget team in the Finance department and will serve as a key leader guiding both strategic and operational changes driven by the ERP implementation.

A successful candidate will manage strategic and tactical challenges from a funding and control perspective such as changes in project planning, programming, budgeting and execution, data conversion, enhanced reporting, and compliance with Federal requirements. An ideal candidate will have deep knowledge concerning customized funding and project modules in legacy ERPs and those same modules within Oracle¿s Fusion ERP, with a demonstrated ability to translate business needs into system requirements and process improvements. Minimum Qualifications

Education

• Bachelor's degree in Accounting, Finance, Economics, Business Administration, Public Administration, or a related field.

Experience

• Minimum of eight (8) years of experience in financial management, accounting and control, cash management or related field to include, at least five (5) years of experience managing professional financial management staff and managing complex business processes in large complex organizations

Certification/Licensure

• N/A

Preferred

• Master's degree in Accounting, Finance, Economics, Business Administration, Public Administration, or a related field

Mission Essential Designation

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Summary

The Senior Funding and Control Manager is accountable for the management and administration of a full range of Authority-wide funding development functions to include, the development and oversight of all financial management, accounting requirements and controls and the creation and/or maintenance of a robust internal reporting system. The incumbent leads the resolution of complex end-to-end grant and funding management processes; and institutes work performance standards to ensure that grant and funding materials are finalized and delivered as scheduled. The incumbent serves as business owner of the funding system, responsible for both daily function and long-term improvements. The incumbent oversees the accounting and/or financial reporting of grant functions and is responsible for the preparation, review and monitoring of major grant program development, implementation, project management oversight, financial management and audit preparation. This individual may serve as WMATA's representative with grantor agencies.

Job Duties

• Develops, maintains, and updates a six (6) year funding plan at the project level
• Plans, maintains, and continuously updates project funding sources and ensures all processes and data systems are properly reconciled and maintained
• Manages responsible staff and overall processes for reimbursement and utilization of funds for costs funded by sponsoring Federal agencies, state and local jurisdictions. Approves submission of federal reimbursement and utilization requests.
• Oversees internal and external data reporting including business intelligence dashboards, forecasts, specialized queries and overall management of funds control system.
• Develops and enforces the terms, conditions, and reporting requirements of agreements with local and state governments and other funding providers such as the Capital Funding Agreement/Local Capital Funding Agreement and Dedicated Funding Agreements.
• Determines the need for debt issuance and manages all processes associated with the issuance and use of debt and reports recommendations to Senior Leadership.
• Serves as primary reporting and data provider and as the subject matter expert on funding data and the funding system, and provides key support to internal and external audits and reviews
• Supports grant administration to develop, fund, revise, amend, report on, and close federal grants
• Seeks improvements to Funds and Grants management (FGM) practices, to make certain that adequate control with minimal and manageable risk is in place and ensures all corrective action plans are tracked, and corrective actions are implemented.
• Ensures all FGM documentation, document and retention controls, standard operating procedures, and manuals are updated accordingly.
• Supervises subordinate staff and consultants to includes the recommendation for application selection, disciplinary actions, resolution of grievances, assigning duties, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate training is provided
