Main Purpose

The Senior HR Compliance Manager is responsible for maintaining and improving operational processes and procedures within the HR Compliance team through regular review of HR Compliance metrics, development of key relationships with all departments, participation in product review and enhancement and client relationship management support within the areas of risk and compliance. The HR Compliance Manager acts as a point of escalation for the business and within the team, including Compliance Specialists and Associates, while maintaining a caseload of cases that carry higher risk to the organization.


This position is located onsite in Austin, TX in the Domain.


Qualifications & Skills

  • Minimum six (6) years of professional experience in a role within the Recruitment or Human Resources function(s)
  • Previous experience in manufacturing, hospitality, staffing or gig employment environment is strongly preferred.
  • High level of familiarity with regulatory compliance and laws related to employment and hiring, including but not limited to: FLSA, FMLA, ADA, Title VII and EEO.
  • High level of familiarity with the I-9 Employment Verification form and e-Verify process, USCIS and DHS and maintaining compliance with the Everify MOU.
  • High level of knowledge of employment-based background screening processes and compliance with FCRA and state ban the box laws.
  • Excellent analytical, problem-solving, and organizational skills.
  • Strong communication and interpersonal skills, both written and verbal.
  • Ability to interpret legal information and apply it to company practices. Strong sense of urgency as it relates to legal matters.
  • Proficiency with Microsoft Office or Google Workspace suite of software
  • Strong attention to detail
  • A high level of discretion and integrity
  • Ability to maintain highly confidential compliance matters
  • Experience in conducting internal audits and risk assessments.

Responsibilities & Duties

  • Develops, implements, and updates HR policies and procedures specific to Flexer population to ensure compliance with all applicable labor laws and internal standards.
  • Stays up-to-date on changes in federal, state, and local employment laws (such as FMLA, FLSA, ADA, EEO, OSHA) and assesses their impact on the organization. Develops recommendations for changes in product and functional processes and partners with leadership to ensure compliance.
  • Conducts regular internal and external audits of HR Compliance practices, such as I-9 and wage/hour compliance, and assesses potential risks to the business.
  • Partners with Learning & Development to create and deliver training programs to educate Flexperts and managers on compliance policies, procedures, and legal obligations.
  • Acts as a point of escalation in Investigating and resolving Flexer and Client complaints or incidents related to HR compliance, documenting findings and recommending corrective actions. Monitors for trends and reports to the HR Director and VP of HR with recommended actions. Manages a caseload of higher-risk cases and partners with clients and account teams to find resolutions that mitigate the risk to the organization.
  • Maintains accurate and up-to-date documentation of all HR-related policies and employee records to demonstrate compliance. Maintains metrics tracking for monthly reporting and supports market and client specific reporting as needed.
  • Partners with other departments like Legal and Payroll to ensure all company practices align with HR compliance standards. Identifies and resolves issues through proactive communication with impacted teams.
  • Advises company leadership on potential risks, areas for improvement, and best practices for ethical and compliant product and service delivery.
  • Oversees a team of HR Compliance Specialists and Associates, assisting with day-to-day tasks and ensuring the team is properly trained on the tasks required.
  • Compiles various reporting to track issues and concerns as well as volume of workload by area of responsibility and submit as part of the monthly Management Information reporting.
  • Acts as a point of escalation for vendor compliance issues including those specific to background investigations, I-9/Everify completion, drug screen results, unemployment response completion and verifications of employment.
  • Identifies areas of opportunity within the product for enhancement and efficiency with the employee experience in mind and partners with service groups to implement improvements. Evaluates product changes against a risk matrix that takes into account employee experience, legal requirements, financial and reputational risk, and contractual compliance.
  • Assists with responding to internal and external HR compliance related queries, including responding to salesforce and slack tickets as they come through. Adheres to internal processes for completion of background investigations, I-9s, drug screening, unemployment, verifications of employment, HR investigations, requests for accommodation and review of client documents.
  • Assists the Director with identifying performance gaps and developing appropriate training and metrics to foster a culture of accountability and continuous learning and improvement within the team.
  • Acts as a subject matter expert in employment regulations and Indeed Flex policies and consults with service groups as needed to provide information that will allow them to make informed decisions. Supports client implementations by providing guidance and weighing in on contractual requirements.
  • Completes ad hoc projects as required by the needs of the business.

Work Environment

This job operates in a professional office environment or remotely. This role routinely uses standard office equipment to complete daily responsibilities and duties. If working in a remote office environment, a clean, designated workspace must be kept in a safe condition, free from hazards to both the employee and the equipment. Remote office positions also require reliable, high-speed internet.

This position requires the employee to drive.


Position Type / Expected Hours of Work

Full-Time Position. Hours are Monday - Friday, regular business hours. Occasional evening and weekend work may be required as job duties demand.


Travel

This position requires minimal travel, less than 25% of the time. Most travel is outside of the local area and will require overnight accommodations.

All travel is subject to the Indeed Flex travel policy and will be recompensed per the policy. It is the responsibility of the employee to understand and abide by the Indeed Flex Travel Policy in order to receive appropriate expense reimbursements.
