Why does the job exist?
This position exists to provide support and assistance to all levels of TRD management and leadership regarding all labor related human resource activities with a primary focus on recruitment, payroll and personnel file maintenance. This position is responsible for processing recruitment and payroll using the SHARE Human Capital Management System. This position will ensure accuracy and completeness of data entry and will perform duties related to various Human Resources Management functions including technical assistance with respect to interpretation of rules, regulations and agency policies.
How does it get done?
This position:- Is responsible for all recruitment, hiring and benefits for employees.
- Manages and administers bi-weekly payroll, benefits and associated payroll actions for assigned divisions.
- Audits biweekly payroll and associated actions for correct processing.
- Processes employee hires, transfers and terminations as needed with applicable payroll and benefits processing and closure.
- Maintains personnel files for new hires and current employees.
- Independently works on benefits, training, and other human resource related issues.
- Provides exceptional customer service.

Minimum Qualification
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.
Working Conditions
Office setting, exposure to Visual/Video Display Terminal (VDT) and extensive computer and telephone usage with extended periods of sitting or standing. Must be able to lift 25 lbs. Occasional but essential working in loud noise areas. Required to frequently meet deadlines with severe time constraints. Frequent multiple demands from several people. Travel in state, depending on business need (not to exceed 20%).
