Overview
To serve as a product lead and subject matter expert for an assigned Human Resources (HR) SSC Payroll Department, providing operational support to the organization. Ensure resolution of complex issues, recommend channel enhancements, and assist in developing metrics in coordination with HR SSC leadership. Serve as trusted advisor to NFCU employees by responding to HR SSC Payroll related requests and inquiries and providing guidance to internal/external customers. Identify, research and resolve issues/discrepancies, and review and processes. Partner with assigned HR and Business Unites to operationalize strategy and provide recommendations for continuous operational improvement while leveraging expertise to guide and mentor junior HR SSC staff.
Responsibilities
Provide comprehensive Payroll operational support requiring in-depth understanding of assigned processes, procedures and/or programs
Serve as point of contact to coordinate HR SSC and Business Units relationship, including operational metrics, performance, and customer feedback
Maintain broad knowledge of HR services and answer or appropriately route employee inquiries pertaining to most complex HR programs, processes, procedures, and communications
Analyze and interpret a wide range of issues; select and adapt methods, processes, or tools to meet needs, and coordinate solutions efficiently and accurately
Work closely with customers to perform root cause analysis to identify and resolve most complex product and service issues on behalf of the customer with key HR stakeholders
Build and maintain effective relationships with team members, management, key stakeholders, and external contacts (vendors, etc.)
Recommend, develop, and maintain complete and accurate documentation for case management and service escalations
Provide Human Capital Management and ServiceNow support and troubleshooting
Recommend enhancements for most complex SSC process improvement or re-engineering efforts based upon performance analysis
Ensure compliance with assigned payroll policies, standards, and practices
Serve on teams and task groups for projects/initiatives within the business unit and/or across the organization
Ensure clear, concise, and effective communication within framework of HR SSC service standards
Perform other duties as assigned
Qualifications
Advanced knowledge of Payroll systems (e.g., Oracle Cloud, PeopleSoft, HRIS, ADP) and the interrelations among data fields and panels within the system
Expert in MS 365 (Excel, Word, PowerPoint)
Experience in analyzing and interpreting regulatory requirements related to payroll taxes, payroll processing and case law
Extensive experience in performing data entry, reporting, and auditing
Bachelor’s degree in business administration, Human Resources or the equivalent combination of training, education, and experience
Significant experience in progressively responsible positions reflect the ability to work independently; exercise sound judgment; display a high degree of initiative; and manage multiple priorities effectively, preferably within the assigned Center of Excellence function (e.g. Payroll)
Ability to work independently and in a team environment
Significant experience in leading, guiding, and mentoring others
Advanced knowledge of payroll programs, processes and procedures for Payroll
Advanced knowledge of various Human Resource issues, services and systems
Advanced skill following, interpreting, and applying relevant data/instructions to guidelines, procedures, practices and regulations
Effective skill analyzing issues to recommend process improvements and achieve objectives
Expert customer service and stakeholder management skills
Advanced database and presentation software skills
Expert organizational, planning and time management skills
Advanced research, analytical, and problem-solving skills
Expert skill exercising initiative and using good judgment to make sound decisions

Desired Qualifications:
Significant experience working with Human Capital Management Systems
Advanced knowledge of Navy Federal products, services, programs, policies and procedures
Bank Secrecy Section (BSA):
Remains cognizant of and adheres to Navy Federal policies and procedures, regulations pertaining to the Bank Secrecy Act.
