Senior HSE Officer - Highrise Buildings - NEBOSH Level 6

Job Overview

We are seeking an experienced and highly skilled Senior HSE Officer to join our high-rise construction team in Dubai. The ideal candidate must have extensive UAE experience (minimum 8 years) working on high-rise/tower projects and hold a NEBOSH Level 6 qualification (mandatory). This role requires strong technical knowledge of UAE regulatory requirements, site safety practices, and contractor management within large-scale construction environments.

Key Responsibilities

• Implement and enforce project HSE policies, procedures, and safety plans across high-rise construction sites.
• Conduct daily site inspections to proactively identify hazards and ensure immediate corrective and preventive actions.
• Oversee high-risk activities including work at height, scaffolding, lifting operations, façade works, and crane operations.
• Deliver toolbox talks, safety inductions, emergency preparedness training, and HSE awareness sessions for workers and subcontractors.
• Prepare, manage, and maintain safety documentation including Risk Assessments (RA), RAMS, Permit-to-Work (PTW), incident reports, and emergency plans.
• Ensure full compliance with UAE regulatory authorities including Dubai Municipality, Trakhees, Civil Defense, OSHAD, and other safety bodies.
• Support investigation of accidents, incidents, and near-misses by conducting root-cause analysis and recommending corrective actions.
• Coordinate and conduct emergency drills, evacuation plans, and ensure readiness of firefighting and safety equipment.
• Review subcontractor HSE compliance, method statements, and risk assessments to ensure alignment with site requirements.
• Prepare and submit daily, weekly, and monthly HSE performance reports to project management.

Requirements

• NEBOSH Level 6 Qualification (Mandatory)
• Diploma or Bachelor’s degree in Safety, Engineering, or related field
• Minimum 8 years of UAE experience working with contracting companies on high-rise / tower construction projects
• Strong knowledge of UAE HSE regulations (OSHAD, Dubai Municipality, Trakhees, Civil Defense)
• Hands-on experience managing high-risk construction activities including work-at-height, scaffolding, lifting, and façade installation
• Excellent communication skills in English; Hindi/Urdu preferred for site workforce coordination
• Strong ability to lead safety initiatives, influence site teams, and enforce compliance

Job Type: Full-time

Pay: AED8,000.00 - AED12,000.00 per month

Experience:

• UAE High Rise : 5 years (Preferred)
• Working at a Contracting/Construction Company: 8 years (Preferred)

License/Certification:

• NEBOSH Level 6 Certification (NEBOSH IGC is not Level 6) (Preferred)
