The Senior Health, Safety, Security, Quality & Environment (HSSQE) Manager will play a critical role in ensuring the highest standards of safety, security, environmental compliance, and quality across the Riyadh Metro network and its operations. This position demands deep expertise in railway safety management, regulatory compliance, and operational oversight, with a strong focus on continuous improvement and stakeholder collaboration.

Key Responsibilities:

• Verify, approve, and monitor safety, security, and environmental standards across the Riyadh Metro network and operations.
• Oversee procedures and conditions related to Operations and Maintenance for all staff, visitors, and contractors within any part of the Riyadh Metro premises and vehicles.
• Manage and supervise each O&M Contractor’s safety management system, including safety case development, and support the Railway Safety Manager in submissions to the Transport General Authority (TGA).
• Lead the inspection and audit team to ensure a safe environment for passengers and staff, including the investigation of incidents and accidents.
• Review all safety reports and provide expert advice to the Employer on matters related to safety.
• Assist the Employer in the approval of O&M Contractors’ Health and Safety Management System, including:
  • Railway safety procedures
  • Fire safety procedures
  • Occupational health and safety procedures
• Ensure O&M Contractors’ compliance with all safety, security, quality, and environmental standards throughout the contract period.
• Lead health, safety, security, quality, and environment initiatives to ensure regulatory compliance and drive continuous improvement across all operational areas.

Ideal Candidate Profile:

• Minimum 15 years of managerial experience, including railway consulting and transport safety oversight.
• Proven track record in safety management systems, incident investigation, and regulatory submissions.
• Strong leadership and communication skills, with the ability to collaborate across multidisciplinary teams and engage with government authorities.
• Deep understanding of metro operations, contractor management, and international safety standards.
