The position will support the New Mexico National Guard Youth ChalleNGe Academy and the New Mexico Job ChalleNGe Academy. These Academies are education programs that supports the New Mexico community. The goal of the programs are to education and prepare students for their futures, while providing a no-cost place for them to live and study in a para-military environment while simultaneously developing life skills.

Interviews are anticipated to be conducted within two weeks of closing date.
Why does the job exist?

The HR Training and Labor Specialist Advanced collaborates with supervisors and managers regarding position classifications, job descriptions and equitable salary decisions based on relevant job factors, appropriate placement, departmental scope and the New Mexico DMA workforce. The position is responsible for providing comprehensive classification and compensation actions, payroll, and recruitment for the assigned Divisions of the DMA. Responsibilities include reviewing and processing compensation and classification personnel action requests, recruitment, payroll processing, and adhering to Office of State Personnel and Department and Finance Administration rules and regulations.

The position will support DMA staff and assist management and HR staff with recruiting, interviewing, and hiring . They will consult with the HR Manager regarding strategic planning and suggesting policy changes as circumstances arise. They will assist with labor relations and consult with executive management regarding strategic planning. This HR position will be responsible for overseeing complex management HR functions, exhibiting independent performance of all activities with considerable latitude to plan and organize daily work within established department procedures.

This position will work directly with the HR Manager and will conduct the HR Duties in absence of the HR Manager to include compensation and classification transactions, policy creation and implementation, organizational review, strategic planning, discipline, employment law related actions. This position will work with the HR Manager to provide support, oversight, and accuracy of HR functions to include Payroll, Recruitment, Risk and Safety Management, Workman's Compensation, Reasonable Accommodations, Labor Relations, ADA compliance, and ergonomics within the division.
How does it get done?

1. Prepare, analyze, track and process personnel transactions including hiring, compensation, and classification transactions. Assist management with the generation and/or analyze requests for the creation, reclassification, and/or advertisement of positions. Ensure hire appointments and compensation actions are properly analyzed and vetted.

2. Create job requisitions for posting; process applications through the proper procedure, determine candidate eligibility, and assist managers with interviews.

3. Enter approved personnel and position actions into SHARE.

4. Adhere to the Department of Finance and Administration (DFA) and HCM Time and Labor guidelines and time frames for payroll
processing. Ensure all time sheet changes and exceptions are entered and approved by prescribed deadlines. Audit payroll register for discrepancies and ensure any discrepancies are corrected by payday on Friday.

5. Process FMLA, ADA Requests, Workers' Compensation and Modified Duty Requests.

6. Assist with internal investigations and documenting disciplinary actions.

Minimum Qualification

Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements

Employment is subject to background check and is conditional pending results. Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
