Why does the job exist?
This position will serve as a senior professional level Human Resources (HR) employee and independently consult with NMDOT employees, leadership and HR staff statewide regarding classification, compensation, recruitment, selection and retention, and organizational structure. The Senior HR Generalist will process personnel transactions, provide support to NMDOT employees in relation to HR matters, while ensuring compliance with NMDOT's directives/policies and procedures, State Personnel Board (SPB) Rules, Department of Finance and Administration (DFA) Rules, and State and Federal Statutes/Laws/Regulations, and provide training and guidance with strict adherence to confidentiality.
How does it get done?
The primary responsibilities of the Senior HR Generalist will include, but are not limited to, providing high level HR administrative support to management, the General Office (GO) and Districts which will include independently processing job postings, recruitments, on-boarding, separations, new employee orientation, and policy implementation utilizing the Statewide-Human Resources-Accounting-Reporting (SHARE) application. Comprehension of benefits, payroll, government regulation, legal compliance, and safety compliance is required. Additionally, this position will be responsible for compensation and classification actions to include compensation analysis and recommendations, classification analysis and workforce planning. This is accomplished through advanced level assistance, making recommendations in regard to salaries, equitable pay, determining appropriate classification and organizational structures. Lastly, this position will provide training and support to lower-level staff, various departments, management and staff in human resource processes and actions, ensuring compliance with rules and regulations.

Minimum Qualification
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
