MDHA serves Nashville and Davidson County. The mission of MDHA is to create quality affordable housing opportunities, support neighborhoods, strengthen communities, and help build a greater Nashville.

MDHA employs over 300 staff members, has a budget of $185 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency.


Position Summary

The Senior HR Manager is a strategic and hands-on leader responsible for advancing the organization's HR systems, performance management framework, and process efficiency. This role drives organizational effectiveness by developing and refining HR policies, leading system implementations, and ensuring flawless execution of HR operations aligned with business objectives.

Duties and Responsibilities

  • Lead the design, implementation, and continuous improvement of performance management processes, ensuring alignment with organizational goals and employee development initiatives.
  • Managing the implementation, testing, and optimization of HR systems (HRIS, performance management, onboarding, and learning platforms), ensuring accuracy and user adoption.
  • Oversee HR policy and procedure documentation, ensuring compliance with federal, state, and local employment laws as well as internal governance standards.
  • Serve as project lead for enterprise HR initiatives, including process automation, workflow optimization, and change management efforts.
  • Partner with department leaders to develop strategic workforce plans, identify performance trends, and recommend solutions that support organizational growth.
  • Collaborate with IT, Finance, and vendors on HR technology testing, upgrades, and system integrations.
  • Ensure continuous improvement in employee experience through streamlined HR processes and consistent communication.
  • Support HR analytics and reporting, translating data into actionable insights for leadership decision-making.

Ability to work effectively under stress, close deadlines, and competing demands.

Regulatory/Technical Expertise

Knowledge of federal, state, and local laws and regulations governing fair housing policies and practices; excellent management, leadership, and interpersonal skills; ability to communicate effectively, orally and in writing in both formal and informal settings; must be detail-oriented; ability to analytically solve problems, make sound judgments, and exercise good decision-making; ability to perform short and long-range planning.

Willingness, mental and physical ability to perform the duties involved in this classification. Software Management

Skilled in Microsoft Word, Excel, PowerPoint, and other Microsoft software.

Bachelor's degree in human resource management, business administration, labor relations, psychology, organization development, or a related field required; Master's or MBA preferred. Minimum 8-10 years of progressive human resources leadership.
