We are seeking a highly experienced Senior HR Specialist (Saudi National) with a strong background in the construction sector. The ideal candidate will be responsible for managing government portals (Qiwa, GOSI, Muqeem, Absher), overseeing iqama and labor affairs, and ensuring full compliance with Saudi labor laws. This role demands precision, confidentiality, and proactive coordination across departments and external government entities.

Key Responsibilities
  • Manage and update employee records on Qiwa, GOSI, Muqeem, Absher, and other government platforms.
  • Oversee iqama issuance, renewal, transfer, and exit/re-entry processes for non-Saudi employees.
  • Ensure full compliance with the Saudi Labor Law, including disciplinary actions, contract terms, and dispute resolution.
  • Liaise with government authorities and represent the company in all labor-related matters.
  • Support recruitment, onboarding, and offboarding processes for Saudi and non-Saudi employees.
  • Maintain accurate HR documentation and reports for internal and external audits.
  • Advise management on labor law updates and alignment with company HR policies.
  • Coordinate with project teams to ensure manpower planning aligns with legal and operational requirements.
  • Monitor and manage attendance, leave, overtime, and deductions through the HR system.
  • Familiarity with payroll preparation and disbursement procedures, ensuring alignment with company policies and regulations.
  • Prepare periodic reports on headcount, turnover, attendance, and operational performance indicators.
  • Support the implementation and improvement of HR systems and digital transformation initiatives to enhance process efficiency.
Qualifications & Experience

Nationality: Saudi

Education: Bachelor's degree in HR, Business Administration, or related field

Experience: Minimum 5 years in HR, with at least 3 years in the construction industry

Proficient in Qiwa, GOSI, Muqeem, Absher, and other HR-related government portals

Legal Expertise: Strong command of Saudi Labor Law and regulatory compliance

Language: Fluent in Arabic and English (written and spoken)

Skills: High attention to detail, confidentiality, and ability to work under pressure
