Role Objective

To lead the Instrumentation & Control (I&C) engineering team within the PEMS contract. The successful candidate will be immediately assigned to lead the FEED phase for a New Central Control Room Complex at a major refinery. This role requires an experienced Lead Instrumentation Engineer, with extensive brownfield experience to validate and mature preliminary feasibility studies into a robust FEED package. The candidate must be capable of handling complex brownfield interfaces and designing high-integrity systems that integrate with live refinery operations.

Key Responsibilities

1. Strategic Technical Leadership:

• Complex Brownfield Integration: Lead the engineering strategy for "mirroring" live operator consoles (DCS, ESD, FGS, GDS) from existing, active control rooms to new centralized facilities without disrupting ongoing production.

• System Architecture & Redundancy: Define and validate Overall System Architectures, ensuring robust "Fall Back Operation" capabilities. Design fiber optic network topologies to connect new facilities with existing Satellite Instrument Houses (SIHs) via fault-tolerant rings.

• Multi-Project Interface Management: Act as the I&C focal point for coordinating with multiple concurrent capital projects occurring within the facility. Ensure the new control room design captures the future I/O and workstation requirements of these parallel upgrades.

2. Engineering Execution (FEED Phase):

• Deliverable Assurance: Oversee the generation of critical FEED deliverables, ensuring strict compliance with Shell DEPs (Design Engineering Practices) and Client standards. Key deliverables include:

o Instrument Rack Room, Console, and Maintenance Room layouts (integrating ergonomic/human factors).

o Complex Fiber Optic Cable Routing (Outdoor/Indoor).

o UPS Load Calculations & Power Distribution.

• Site Verification: Lead detailed site surveys to verify "As-Built" data of legacy systems and field equipment, compensating for potential gaps in existing documentation.

• Safety & Risk Leadership: Chair and lead Control Systems HAZOP (C-HAZOP) studies to validate the safety of the mirroring architecture and safeguard against common-mode failures during the transition between control rooms.

3. Vendor & Stakeholder Management:

• OEM Alignment: Manage technical alignment with major Control System Vendors (e.g., Honeywell, Schneider/Invensys, Siemens) to ensure legacy systems can be successfully integrated, mirrored, or upgraded.

• Client Advisory: Serve as the primary technical advisor to the Client, effectively communicating complex migration strategies and providing assurance on operational safety to Client SMEs.

4. Required Qualifications & Experience

• Experience: Minimum 15+ years in Oil & Gas Instrumentation & Control.

• Leadership: At least 5 years in a Lead Engineer role for FEED or EPC projects.

• Core Technical Skills:

o Deep expertise in Distributed Control Systems (DCS) and Emergency Shutdown Systems (ESD) migration/upgrade projects.

o Mandatory experience with Shell DEPs (Design Engineering Practices) or equivalent major IOC standards.

o Proven experience in Brownfield Refineries and managing Hot Cutovers/Live Migrations of control rooms.
