GENERAL DESCRIPTION:

Join our team at the Wyoming Attorney General’s Office, Division of Criminal Investigation (DCI)! We are seeking a qualified and motivated individual to serve as the Senior Intelligence Analyst within DCI's Intelligence Unit and State Fusion Center / Wyoming Information Analysis Team.

The primary purpose of the Wyoming Information Analysis Team (WIAT) is to collect, analyze, produce, and disseminate criminal intelligence and provide support to local, state, and federal law enforcement agencies pertaining to the state of Wyoming pursuant to Wyo.Stat. § 9-1-627 and 28 CFR Part 23. A major goal of the WIAT is to identify, document, and disseminate criminal intelligence concerning persons involved in organized crime, terrorist groups, and those crimes involving multi-jurisdictional or serial crimes while protecting the privacy, civil rights, and civil liberties of the citizens we serve.

This position is responsible for collecting, analyzing, producing, disseminating, evaluating, and storing strategic and tactical criminal intelligence and historical information in accordance with state statutes, 28 CFR Part 23, CJIS Security Policy, Bank Secrecy Act (BSA) requirements, National Security Regulations, and other applicable statutes, regulations, and policies. Provides various investigative support and assistance to the National Network of Fusion Centers, local, state, and federal law enforcement agencies, and Special Agents of the DCI. Act as the administrator and coordinator for numerous DCI systems, databases, and services, including system updates, user account management, and user assistance. Responsible for identifying and locating criminal suspects through the use of sophisticated subscriber databases, software programs, and technology. Conducts telephone, teletype, and written inquiries for intelligence-investigative data. Conducts various types of file checks and background checks and documents the results in investigative reports. Research patterns, structures, trends, and movements of various criminal actors and create tactical and strategic reports of findings. Produces graphical presentations (i.e., link charts, graphs, tables, timelines, slideshows, etc.) linking known or suspected criminals and their activity, and provides appropriate court testimony. Conducts training for agents of the DCI, DCI Intelligence Analysts, and outside law enforcement agencies in the doctrine, work products, and procedures utilized by the DCI and WIAT. Assists in the coordination and operation of the WIAT Threat Liaison Officer (TLO) program, attending regularly scheduled TLO meetings at DCI HQ. Coordinates annual training for other Intelligence Analysts within the DCI WIAT, and provides briefings to other relevant stakeholders. Must be able to become competent and proficient in all aspects of the WIAT and Fusion Center operations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
  • Perform investigations in a non-sworn capacity.
  • Provides analytic products and intelligence planning in addition to leading and mentoring WIAT and fusion center staff on analytic tradecraft, including structured analytic techniques and standards for producing finished intelligence products in accordance with Intelligence Community Directive 203 and applicable policies.
  • Maintains subject matter expertise in one or more functional priorities such as counterterrorism, cyber threats, nation-state threats, or trans-border criminal activity, serving as the analytic integrator for statewide or regional teams focused on these topics.
  • Coordinates and conducts substantive review of WIAT and fusion center-produced finished intelligence analysis, ensuring analytic integration across teams and compliance with applicable intelligence standards and directives.
  • Executes a wide range of relationship-building and intelligence-sharing activities with Federal, State, Local, Tribal, Territorial, and Private Sector partners to support criminal justice and homeland security objectives.
  • Develops analytic and engagement plans that leverage contacts and relationships with partner agencies to enhance and improve analytic production and information sharing.
  • Develops and presents formal briefings and written reports on topics relating to homeland security threats, criminal intelligence, or other matters to varying audiences throughout the intelligence and law enforcement community.
  • Functions as the Lead Analyst for the intelligence section; provides strategic and quality-control support to the team and assumes operational command of the unit during the Team Leader's absence.
  • Functions as a point of contact for the Federal Bureau of Investigation’s Nation Threat Operations Center Threat to Life (TTL) reporting. This requires carrying a state issued cell phone and being available 24/7 to receive, process, and disseminate TTL reports on a rotating schedule with the WIAT Team Leader, alternating between being a primary and secondary contact.
  • Functions as the Security Liaison Officer between the US Department of Homeland Security (DHS) and the WIAT for all matters pertaining to classified information and systems. This entails regular maintenance and inventory of Wyoming Fusion Center DHS equipment, monthly auditing of security logs, inspections, and compliance reports as requested by DHS and the National Fusion Center Association, coordinating and facilitating classified meetings and briefings, conducting classified meetings for and with local, state, and federal partners, as well as other public and private sector organizations with security clearance.
  • Functions as the WIAT liaison with FE Warren Air Force Base and attends regular in-person meetings on base.
  • Functions as the WIAT liaison with the FBI and attends FBI meetings in Cheyenne and Denver.
  • Functions as the point of contact between the state and INTERPOL.
  • Receive oral and written requests from local, state, federal, and out-of-state law enforcement agencies to conduct file checks, background checks, or other inquiries, to obtain requested information, and make oral or written replies to answer requests.
  • Confer with personnel from local, state, federal, and out-of-state law enforcement agencies to obtain evidence concerning criminal activity pertaining to, or possibly about, individuals, businesses, and or groups/gangs in Wyoming.
  • Write concise reports that are clearly phrased, well-organized, and detailed to permanently record information involving criminal activity committed by individuals, businesses, and or groups/gangs in Wyoming.
  • Conduct background research on criminals or suspected criminals under investigation through direct computer access or personal contact with systems and organizations including, but not limited to, Accurint, ADACS, ATF E-Trace, CarFax, CLEAR, DEASIL, DICE, eGuardian, EPIC, Experian, FinCEN, HSIN & HSDN, INTERPOL, ISO Claim Search, Leads Online, LEEP, NAMUS, NCIC, N-DEx, NLETS, NPLEx, Offender Watch, PenLink, RIMS CMS, RISSafe & RISSIntel, Spotlight, SWB TRAC, TraX, ViCAP, WYLEIN, and Wyoming Vital Records.
  • Data entry of all names, nicknames, aliases, businesses, groups/gangs from reports, assistance requests, data submissions, and information bulletins into the division databases.
  • Act as a RIMS Case Management System administrator.
  • Ensures data retention compliance with 28 CFR Part 23.
  • Proofread, edit, and/or distribute criminal intelligence reports and data submission forms.
  • Collect, analyze, and interpret statistical data and prepare charts and exhibits.
  • Flowcharting, court, and grand jury exhibit preparation.
  • Provide testimony in court as requested.
  • Request, review, and disseminate criminal history information on individuals for and to special agents.
  • Demonstrate continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly with DCI field offices and other law enforcement agencies to provide quality customer service.
  • Keep abreast of criminal justice system practices related to intelligence concepts and methods, and Wyoming statutes affecting work-related activities, including the Wyoming Criminal History Record Act.

Qualifications



PREFERENCES:

Preference will be given to candidates with at least three (3) years of existing fusion center experience; or, at least three (3) years of experience working as an intelligence analyst for a local, state, or federal agency; or having worked as a sworn law enforcement officer with at least three (3) years of experience as a criminal investigator such as a Detective or Special Agent.

KNOWLEDGE:


  • Knowledge of the criminal justice system and crimes and modus operandi associated with organized crime, terrorist groups, and those crimes involving multi-jurisdictional or serial crimes.
  • Knowledge of the intelligence cycle.
  • Experienced in data entry, collection, and data reporting systems.
  • Skill in researching, accessing, inputting, and retrieving data elements by utilizing computers and analyzing criminal intelligence.
  • Skill in oral and written communication.
  • Experienced and comfortable with public speaking to include presentations and briefings.
  • Skill in the collection, analysis, utilization, and interpretation of data of records management.
  • Skill in decision-making regarding the value of specific records.
  • Skill in research methods and techniques.
  • Ability to interpret and clearly communicate policies and procedures and statutory mandates to various criminal justice agencies, sworn personnel, and Analysts.
  • Ability to produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
  • Ability to think analytically and interpret data in a variety of record systems.
  • Ability to read, analyze, interpret, and evaluate research findings and recommendations.
  • Ability to develop and maintain liaison with the intelligence community at tribal, federal, state, county, and municipal levels to share information on criminal activities or suspected criminals under investigation.
  • Ability to work cooperatively with employees from other law enforcement agencies, government agencies, and the private sector.
  • Ability to organize and present accurate information in a logical sequence for courtroom testimony, courtroom exhibits, and public presentations.
  • Ability to prepare graphs, charts, tables, and other illustrative devices.
  • Ability to complete tasks promptly with minimum supervision.
  • Ability to remain calm and positive in a variety of circumstances.
  • Ability to multitask and switch gears at a moment’s notice to accommodate investigative circumstances.

Education:
Bachelor's Degree (typically in Criminal Justice or Computer Forensics)
Experience:
1-2 years of progressive work experience in Investigations

Education & Experience Substitution:
4-6 years of progressive work experience in Investigations
