Role Summary
We are hiring a Senior IT Project Manager to lead complex, multi-stream IT programs at the client's Information Systems Department. The role engages C-level stakeholders, governs multi-year strategic initiatives, and owns programmatic delivery across infrastructure, applications, security, and digital transformation.
Key Responsibilities

Lead and govern multi-stream IT programs with consolidated budgets above QAR 20M.

Own portfolio-level risk and dependency management across concurrent projects.

Engage end-client C-level stakeholders (Director, Manager-ISD level) and relevant Qatar government bodies and vendors.

Define and govern program-level financial models, benefits realisation, and value tracking.

Build and lead matrixed delivery teams of 20+ resources.

Negotiate and govern major vendor contracts and SLAs.

Lead steering committees and program governance forums.

Drive strategic initiatives end-to-end — IT modernisation, cloud migration, application portfolio rationalisation, security uplift programs.

Coach and mentor IT Project Managers within the department.

Lead change management and organisational adoption strategies.
Required Qualifications

Bachelor's degree in Computer Science, Engineering, or Business; Master's strongly preferred.

12+ years in IT project / program management with 5+ at senior / program level.

5+ years GCC region experience, ideally including Qatar.

PMP certification mandatory; PgMP, PRINCE2 Practitioner, or PMI-RMP strongly preferred.

Proven track record delivering IT programs valued above QAR 20M with measurable business outcomes.

Strong financial acumen — multi-year budget planning, forecasting, EVM.

Native or fluent Arabic AND professional English — preferred (not mandatory).
Preferred / Nice To Have

PgMP (Program Management Professional).

ITIL v4 Strategic Leader.

Agile/SAFe certifications.

Prior leadership of digital transformation programs in Qatar government.

TOGAF or other architectural awareness.

Direct experience with Qatar government procurement and tendering processes.
