Senior Manager, Environmental & Sustainability - Project

Job Title : Sr. Manager, Environmental & Sustainability

Location: Saudi Arabia

Role Purpose

This role carries primary responsibility for HSE&S compliance, management, and regulatory adherence across the project. The incumbent leads all on-site HSE operations, environmental controls, and statutory compliance, while also providing internal oversight of the external sustainability consultant engaged for LEED Platinum, Mostadam Diamond, and Net Zero certification, ensuring consultant deliverables are reviewed, tracked, and escalated where required. The sustainability oversight function is a secondary but critical responsibility; the core mandate is HSE&S performance and environmental compliance across all project phases.


Key Accountabilities Key Activities:

HSE & Environmental Management

  • Lead all on-site HSE and environmental management activities in line with Saudi regulatory requirements and company standards.
  • Manage environmental permits, waste management plans, dust and noise controls, and incident reporting.
  • Conduct and document HSE inspections, audits, and risk assessments. Ensure subcontractor HSE compliance across all project phases.

Sustainability Consultant Oversight Sustainability Consultant Oversight

  • Act as the internal point of accountability for the LEED Platinum, Mostadam Diamond, and Net Zero workstreams.
  • Review and approve consultant deliverables, including credit submissions, energy models, carbon baselines, and Net Zero compliance reports, before they proceed to the client or certification body.
  • Identify gaps, inconsistencies, or risks in consultant outputs and escalate where required.
  • Maintain a live tracking log of LEED and Mostadam credit status and Net Zero milestones across both design and construction phases.

Leadership & Team Development

  • Lead and mentor HSE and environmental staff across the project. Define roles and responsibilities, manage workload allocation, and support capability development.
  • Foster a culture of HSE accountability, environmental awareness, and continuous improvement.
  • Develop and implement training plans to maintain team competency across all relevant standards and regulations.

Risk Management & Compliance

  • Identify and assess environmental and HSE risks at project level. Approve and monitor risk mitigation and preventive measures.
  • Ensure compliance with applicable regulations, company HSE standards, and sustainability commitments.
  • Oversee audits, inspections, and management reviews, and ensure timely close-out of findings.

Reporting & Stakeholder Coordination

  • Prepare and submit periodic HSE and sustainability performance reports to project leadership and the client.
  • Coordinate with the client's sustainability representatives, PMC, and regulatory authorities.
  • Represent Al Bawani in project sustainability meetings. Support procurement in evaluating subcontractor HSE and environmental compliance.


JOB SPECIFICATIONS:

Industry / Domain

  • Construction

Necessary Knowledge and Experience

  • Minimum 10–12 years of environmental and sustainability management experience in construction or EPC projects, including at least 3–5 years on large-scale projects in KSA or GCC. Demonstrable experience managing environmental and sustainability compliance, conducting audits, overseeing subcontractor E&S compliance, and preparing regulatory submissions. Proven ability to lead multidisciplinary HSE teams and manage across multiple concurrent workstreams.
  • End-to-end involvement in at least one LEED-certified and one Mostadam-rated project, spanning both design (credit planning, specification review, documentation) and construction phases (site verification against certified design intent), not as a contributor but as the accountable owner or primary reviewer of the certification process. On Net Zero, candidates must demonstrate involvement in both a GHG inventory or carbon baseline and a decarbonization roadmap or reduction plan; measurement experience alone does not meet this requirement.
  • Strong knowledge of international environmental regulations, HSE management systems, sustainability frameworks, and corporate reporting standards (GRI, UNGC, Saudi Green Initiative).
  • Proven ability to critically review consultant submissions, identifying missing documentation, misapplied credits, or compliance gaps, as an informed internal reviewer.

Education and Certification Minimum Requirements

  • Bachelor's Degree in Civil, Mechanical or related engineering. Master's degree or postgraduate qualification in sustainability or environmental management is an advantage.
  • Required Certifications: NEBOSH EMC or equivalent HSE professional certification; LEED AP; Mostadam AP; Well AP, ISO 14001
  • Preferred Qualifications: Carbon management or Net Zero certification (e.g., IEMA, True Waste Program, GHG Protocol, Carbon Neutral); BREEAM certification; Chartered Environmentalist (CEnv).

Job Specific Technical Skills

  • E&S compliance management and controls on construction sites
  • Critical review of LEED and Mostadam consultant submissions across design and construction phases
  • GHG inventory and carbon baseline assessment; working knowledge of Scope 1, 2, and 3 accounting and Net Zero frameworks (SBTi or equivalent)
  • Audit management, subcontractor HSE oversight, and regulatory submissions in KSA/GCC
  • Team leadership, capability development, and performance management
  • Project and executive-level HSE and sustainability reporting.
