The New Mexico Regulation and Licensing Department (RLD) regulates approximately 500,000 individuals and businesses in 35 industries, professions, and trades across the state. Our goal is to assure that New Mexicans receive quality services from qualified individuals and businesses while also ensuring a fair and prompt administrative process.

The RLD Human Resources Bureau is responsible for providing professional HR services and support to over 400 employees.

Interviews are anticipated to be conducted within two weeks of closing date.
Why does the job exist?

Manage the operational, administrative, and functional activities of the Human Resources Bureau (HRB). This includes overseeing disciplinary actions, job classifications, compensation, investigations, and equal employment opportunity issues; staff training; and the implementation of policies and procedures. Compile and maintain statistical reports. Ensure all human resources work is processed in a timely, accurate, complete, proper, and efficient manner. Direct the distribution of work and review the day-to-day functions of the HRB, implementing changes as necessary to improve efficiency. Work with staff to ensure that standards, rules, procedures, and state and federal laws are consistently followed, and that errors are identified and corrected. Prepare management reports, interact as a representative of the HRB, and perform other duties as assigned.
How does it get done?

  • The Senior Manager of Human Resources is responsible for planning, organizing, integrating and coordinating functions related to human resources.
  • Supervises at least two (2) or more employees in the areas of recruiting, hiring, training, organizational development, performance management, coaching, salary and benefits, policy recommendation, employee relations and leadership.
  • Compiles and maintains statistical and management reports.
  • Serves as a liaison with other state agencies and the public.
  • Ensures that employees have the necessary skills and resources to provide safe and effective customer service.
  • Provides human resources guidance, information and training to employees, supervisors, managers
  • Directs the distribution of work and reviews the functions of the HRB, implementing necessary changes, and document processing.
  • Develops and prepares reports and assists in the evaluation of reports and decisions in relation to established goals.
  • Recommends new approaches, policies, and procedures to effect continual improvements in the efficiency of the HRB and the services provided.
  • Works with staff to ensure that standards, rules and procedures, state and federal laws are consistently followed and any errors corrected promptly.
  • Initiates, prepares and completes various human resources documents for internal approval.
  • Develops and presents training programs.
  • Gathers information, analyze information, and drafts responses to EEO violations; participates in EEO/Human Rights Division investigations.
  • Maintains compliance with federal and state regulations concerning employment law.
  • Provides guidance and information regarding progressive discipline to managers and supervisors and drafts disciplinary actions.
  • Prepares and reviews requests for position reclassification, analyze job duties, organizational structure, determines appropriate job classification, and prepares job reclassification documentation.
  • Investigates employee complaints, conducts investigations, and make recommendations.
  • May serve in safety related leadership roles such as a safety committee,

Minimum Qualification

Bachelor's Degree in any related field and nine (9) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Three (3) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years, to include three (3) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements

Pre-employment background investigation is required and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions

Work is performed in an office setting. Exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, lifting and reaching may be required. Ability to complete assignments with a high level of accuracy within strict time constraints. Frequent use of office machine and equipment. Must be able to lift 25-30 lbs. Required to drive a State Vehicle in course of job duties. Occasional travel may be required to the RLD's Albuquerque and Las Cruces offices as needed.
