Dubai Holding is looking to hire a Senior Manager – IT Finance at the corporate office. The role is responsible for supporting the financial planning, budgeting, forecasting, and cost management of Dubai Holding IT function, covering both central IT and Vertical technology budgets across the Group. This involves overseeing a highly complex consolidated budget structure, managing chargeback models to Verticals with demonstrable units of measure, and ensuring cost transparency.

The role is responsible for the accurate tracking of CapEx and OpEx spend, anticipating resulting operational costs, and capturing benefits realization over multiple years. Beyond financial rigor, the role requires building trusted relationships with IT, Finance, and business leaders to align technology investments with strategic priorities and provide actionable insights for senior management decision-making while ensuring compliance with group-wide policies, governance, and reporting standards.

Key Accountabilities:

Financial Planning & Budgeting

  • Lead the preparation of the annual IT budget in collaboration with IT Leadership and Corporate Finance
  • Develop rolling forecasts and monitor financial performance against approved budgets, highlighting variances and risks
  • Track multi-year spending trends, including anticipated CapEx to OpEx impacts
  • Provide analysis of CapEx and OpEx spend, comparing against benchmarks


Cost Transparency & Reporting

  • Maintain chargeback and cost allocation models for Verticals, ensuring accuracy, transparency and clear units of measure
  • Prepare dashboards, management reporting, and senior leadership presentations
  • Analyze spend categories to support forward-looking insights and strategic reporting


Business Partnering & Investment Support

  • Support IT Leadership in developing robust business cases for new technology investments
  • Conduct ROI, cost–benefit, and payback analyses to assess technology investment feasibility
  • Partner with Procurement and sub functions within IT to track vendor spend, contract commitments, and invoicing accuracy


Governance & Compliance

  • Ensure adherence to Dubai Holding’s financial policies, DOA, audit requirements and statutory reporting standards (as defined by Corporate Finance)
  • Co-ordinate with Corporate Finance on reconciliations, accruals, and group-wide reporting requirements
  • Proactively monitor and mitigate financial risks linked to IT operations, projects, and/or transformation


Continuous Improvement

  • Identify opportunities to optimize IT spend and improve financial management processes
  • Benchmark IT financial practices against industry peers and best practices
  • Recommend automation, reporting enhancements and process improvements to strengthen budget tracking and transparency



Who we are looking for:

  • 8-10 years of experience in IT Finance, FP&A, and/or technology cost management in large, complex organizations
  • Proven track record in managing multi-entity IT budgets, chargeback models, and cost allocations
  • Strong exposure to technology investments, cost transparency and benefit realization
  • Experience in shared services or multi-business unit environments is preferred


Education / Professional Certifications:

  • Bachelor’s degree in finance, Accounting, Economics, or related field
  • Professional accounting qualifications preferred (CPA, ACA, ACCA, CMA)
  • Advanced degrees preferred


Competencies / Capabilities:

  • Expertise in financial planning, analysis, and forecasting
  • Deep understanding of IT cost structures (CapEx/OpEx, Cloud, Infrastructure, SaaS models, etc.)
  • Strong command of chargeback methodologies and financial modelling
  • Proficiency in ERP and budgeting tools (Oracle Fusion, SAP, Hyperion or equivalent)
  • Data analysis and visualization skills (Excel, Power BI, Tableau, etc.)
