General Services Department State Purchasing Division (SPD) is responsible for managing centralized purchasing throughout the State with a significant number of public procurement activities under its care and control. SPD focuses on providing cost-effective products and services through competitive, open and transparent purchases. SPD issues statewide pricing agreements and cooperative contracts that are made available for use by NM Governmental entities for over $6 billion dollars expended annually. SPD is charged with ensuring compliance with the State Procurement Code, which exists to create an open, fair and competitive procurement process. The role and responsibilities of SPD play an integral part in providing optimum value and quality services to the State.

Why does the job exist?
This position supports continuity of services for the State Purchasing Division by overseeing and evaluating Mobile CPO and Contract Review Bureau operations. It provides oversight and technical training on complex procurements, develops standard operating procedures, ensures compliance with the Procurement Code and GSD Rules, delivers technical support and consulting to staff, agencies, local public bodies and vendors. Duties include assisting with protests, complaints, and IPRA requests, managing procurement tracking and systems, executing procurement processes from notice through award. Provides support for and reviews IT, strategic sourcing and construction procurements. All other management duties as assigned.
How does it get done?
- Monitor and evaluate operations for the Mobile CPO program and Contract Review Bureau.
- Develop and maintain standard operating procedures to ensure quality and effectiveness of the Mobile CPO program.
- Provide technical support, training, and oversight on procurements including ITBs, RFPs, sole source procurements and contracts.
- Ensure compliance with the Procurement Code and GSD Rules and Regulations, provide procurement consulting to staff, agencies, local public bodies and vendors.
- Assist with IT, strategic sourcing and construction procurements. Complete special projects and perform other assigned management duties.

Minimum Qualification
Bachelor's Degree in a relevant field of study from an accredited college or university and ten (10) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.
Employment Requirements
Work is performed in an office setting, located in the Joseph E. Montoya building. Exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage with extended periods of sitting. Some standing, bending, and reaching may be required. A New Mexico Chief Procurement Officer Certification is required.
