Senior Manager- Talent Development Center UAE Nationals Only

  • Lead the strategic direction and governance of enterprise-wide training, national development and development frameworks to strengthen organizational capability, ensure alignment with HR strategy, and promote a culture of continuous learning and professional excellence.
Key Responsibilities
  • Oversee the design and endorsement of procedures and systems for employee learning and development aligned with organizational HR strategy and global best practices.
  • Direct the formulation and approval of the annual learning and development plan, including leadership, individual, and functional capability-building programs informed by organizational needs.
  • Steer the preparation and implementation of professional development plans through competency assessment and capability-measurement frameworks to advance workforce performance.
  • Provide strategic oversight for scholarship, summer training, and graduate development programs to ensure talent pipeline continuity.
  • Lead the development of the annual budget and forecast, monitor implementation, and recommend adjustments.
  • Lead the national development agenda for RTA and ensure RTA guidelines are implemented across sectors.
Operations
  • Supervise the implementation of approved learning programs, ensuring alignment with strategic priorities, policy frameworks, and quality standards.
  • Oversee the coordination of training logistics and resources to ensure efficient delivery of learning initiatives.
  • Lead the implementation and periodic enhancement of employee induction programs to support smooth onboarding and engagement.
  • Govern the Authority's individual performance evaluation process to ensure compliance with Dubai Government HR requirements and internal policies.
  • Approve performance evaluation outcomes and reports, ensuring insights inform talent decisions and organizational improvement.
  • Guide, support, and evaluate Centre Managers to ensure consistent performance and alignment with RTA's training goals.
  • Oversee effective utilization of training facilities and resources for maximum efficiency across RTA.
Product / Process Improvement
  • Direct the evaluation of all training programs and providers to ensure quality, impact, and alignment with capability objectives.
  • Champion continuous improvement in training design, delivery, and impact assessment, integrating evidence-based enhancements.
  • Promote adoption of digital learning technologies and data-driven methods to modernize the learning ecosystem.
  • Review learning analytics and recommend improvements to strengthen the strategic value of training initiatives.
  • Define and govern training metrics, OKRs, and productivity measures.
Qualifications & Experience
  • Minimum 12 years of experience with Masters or 14 years of experience with Bachelors.
