JOB PURPOSE

We are seeking a strategic and delivery-focused Senior Technology Manager to lead the development and execution of our technology roadmap and transformation strategy. This role is pivotal in establishing a new internal IT department, transitioning from outsourced services, and driving continuous improvement across technology operations. The ideal candidate will be a well-rounded leader with a strong grasp of both strategic planning, project management and technical delivery - capable of aligning technology budgets and initiatives with broader organizational goals in a purpose-driven and human-centric way.

KEY RESPONSIBILITIES

The Senior Technology Manager will lead the development of a strategic technology roadmap aligned with organizational goals, oversee the establishment of a new internal IT department, and manage the transition from outsourced services. They will drive transformation initiatives using Agile methodologies and design thinking, facilitate user-centric solution development through user story capture and iterative delivery, and coordinate cross-functional teams to execute complex projects. Post-transition, the role will focus on operational excellence, implementing performance metrics, and fostering a culture of continuous improvement and innovation.

Operational Roles & Responsibilities

Strategy & Roadmap Development

Develop and articulate a forward-looking, purpose-driven and human-centric technology strategy aligned with organizational goals.

Lead the creation of a multi-year roadmap covering infrastructure, applications, data, and service delivery.

Collaborate with executive leadership and external consultants to define future-state architecture and transformation priorities.

Develop and oversee the technology budget forecast, ensuring project budgets align with company governance standards.

Department Establishment & Transition Management

Design and implement the structure, governance, and operating model for a new internal IT department.

Lead the transition of outsourced IT services to in-house operations, ensuring continuity and quality.

Define and embed processes for service management, performance monitoring, and compliance.

Transformation & Delivery Oversight

Champion Agile methodologies across teams, ensuring iterative delivery and responsiveness to change.

Facilitate design thinking workshops to uncover user needs and co-create solutions.

Oversee the development and refinement of user stories, epics, and backlogs in collaboration with product owners and stakeholders.

Manage cross-functional delivery teams, ensuring alignment with business priorities and timelines.

Operational Excellence & Continuous Improvement

Take ownership of IT operations post-transition, ensuring stability, scalability, and performance.

Establish KPIs and reporting mechanisms to monitor service delivery and operational health.

Drive a culture of continuous improvement, innovation, and proactive problem-solving.

QUALIFICATIONS & EXPERIENCE

Minimum Qualifications

Bachelor’s degree in a Computer Science related field.

Demonstrable continued certifications in IT, Security and Project Management are an added advantage.

UAE National preferred.

Minimum Experience

  • Proven experience (6+ years) in technology leadership roles, ideally within complex or transitioning environments.
  • Strong background in IT strategy, transformation, and operations.
  • Strong background in infrastructure, Cloud, Security and Applications implementation.
  • Demonstrated success in building and leading high-performing teams.
  • Experience managing vendor transitions and establishing internal capabilities.
  • Excellent communication, stakeholder management, and leadership skills.
  • Solid understanding of enterprise architecture, infrastructure, and modern IT service delivery models.
  • Solid experience in project budget management, and technology procurement activities.
  • Experience in preparing and reviewing tenders and bidder proposals.
  • Experience in developing and sharing project and operational progress reports with executive management.
